Description
QUESTIONS AND ANSWERS 1.Question:Will there be a job walk? Answer:A site visit is encouraged, but not mandatory. It will be held on Thursday, September 4, 2014 from 9:00 AM - 12:00 PM. All contractors are required to confirm attendance by sending an email to the Contracting Officer at Jennelyn.Peters@va.gov no later than 12:00 PM, Friday, August 29, 2014. Contractors shall be capable to show proof of completed training in asbestos and proper certification to enter in asbestos environment. If no confirmation for attendance received by the required date, site visit will not be conducted. 2.Question:What are the applicable wage rates? Answer:Please see wage rates attached. 3.Question: Is the service contract responsible for ALL existing encasement repairs throughout the VA at this time? If so, is there an estimated quantity of repair work needed at this time? Are other trades/contractors doing maintenance/T.I. work responsible for the damage they cause to the encasement through their course of work? Answer:The contractor shall be responsible for encasement repair as directed by the COR only. The government estimated 1000 sf of encasement. Yes, other trades and contractors will be responsible for repairs that they cause. The contractor will be used by the facility to provide emergency repairs to the encasement as part of unforeseen and unknown causes. 4.Question:If any work performed requires a containment within the hospital area, will air clearances be required and who is responsible for that? If it is a 3rd party consultant provided by the VA, is the consultant on call and available as needed? Answer:The air clearance will be provided by VA 3rd party IH contractor. They are on call for the facility. The call must be arranged in consultation with the COR. 5.Question:"Seal penetrations from asbestos containing areas to adjacent areas as necessary" Does that include ALL M.E.P. penetrations throughout the hospital as needed? Is there currently an assessment of the number of M.E.P. penetrations that may need to be sealed? Answer:The contractor shall be responsible for encasement repair as directed by the COR only. There are approximately 300 locations that will have to be accomplished in a year. 6.Question:The estimated quantity of ceiling tiles to be replaced is 1,000; should pricing include replacement of one at a time or for entire rooms? Do ceiling tiles need to be sealed/caulked into the grid where there is ACM in the interstitial above? Answer:One at time replacement, no sealing of tiles required. 7.Question:In regards to Emergency services, is the pricing given for emergency services just to show up on site? With remaining work done on a T&M basis? If so what wage rates apply? We are unclear as how to price this. Answer:This is for 24/7/365 availability. The contractor will bill for response and base cost on unit pricing in contract for time and removal of asbestos material. See wage rate attached. 8.Question:Removal of 2,500 sq. ft. of tile and mastic. Is there a limit on the smallest quantity to be removed per mobilization? Answer:One (1) sq. ft. glove bag removal is the smallest. 9.Question:For the option year of work will wage rates stay the same as to what they were at time of award? Answer:Changes in wage rate shall "only" apply at the effective date of period of performance for base and option period. 10.Question:Is any ACM waste to be turned over to the VA for disposal or is the contractor responsible for ALL disposal? Answer:All ACM will be turned over to the VA for disposal and properly manifested in accordance with CA and EPA requirements. Contractor will coordinate with facility GEMS Coordinator to dispose of ACM. 11.Question:Do any "Buy American" clauses apply and if so is it applicable to ALL material purchased? Answer:Buy American Act is not applicable. 12.Question:This solicitation is 100% set aside for total small business. We are a certified SDVOSB. What advantage, if any, is given to SDVOSB in regards to turning in our proposal? Answer:The decision to set aside for small business is based on responses obtained from the sources sought synopsis posted in FBO. All capable small business will be given fair opportunity. 13.Question:Pages 8 & 9 of the solicitation appear to be duplicates. Please clarify & confirm. Answer:Page 8 is the Price/Cost Schedule for Base Year period. Page 9 is the Price/Cost Schedule for Option Year I period. 14.Question:Will any form of bond be required upon award or part of the bid documents? Answer:No. See attached document: Wage Rates.
