- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number L14PS01205. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-76. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 541214, Payrolling Services. The Small Business Annual Receipts for the firm and its Affiliates, for the preceding three (3) fiscal years does not exceed $19.0 million. This will be a firm-fixed price contract for: Bureau of Land Management Idaho State Office 1387 S. Vinnell Way Boise, ID 83709 Line Item 0001 - Pay rolling service for Telecommunications Assistant an average of 25 hours per week Monday through Friday, excluding Federal Holidays. Approximate term: 10 months. Approximately 1000 hours. Service Contract Act Wage Determination No. 2005-2159 Revision No.: 15 Date of Revision: 07/25/2014 Occupation Code - Telecommunications Mechanic I $23.06 Minimum Wage Rate + $4.02 per hour Health & Welfare Benefits STATEMENT OF WORK FOR TELECOMMUNICATIONS ASSISTANT INTRODUCTION This position is located in the Bureau of Land Management (BLM), Idaho State Office, Division of Support Services, Engineering and Geographic Sciences, Telecommunications Systems, under the supervision of the Supervisory Civil Engineer. The Engineering and Geographic Services Branch is responsible for all Telecommunications Systems policy and planning, systems development, implementation, and maintenance in support of numerous missions of BLM in Idaho. The primary purpose of this position is to provide support to the Telecommunications Systems Lead working in the Engineering Group. Qualifications of Personnel: 1. Contractor personnel shall meet the qualifications specified below; 2. Contractor personnel shall be clean and neat in appearance; 3. Contractor personnel shall be able to read, write, and speak English; 4. Contractor personnel shall be able to work independently and complete assignments. The Government has an incumbent who has been training in this particular work and shall have first right of refusal. The Government reserves the right to reject contractor personnel at any time during the duration of the contract if they are deemed not to have the level of competence or abilities or for any reason found to be unsuitable for work required under the contract. A suitable replacement shall be provided the following work day or as soon as practicable. Days and Hours of Operation: The contractor will accomplish this work at the BLM Idaho State Office within normal work hours of 7:30 am to 5:00 pm Monday through Friday. The office operates under a flexible work schedule. This positon is for an average of 25 hours a week. Work shall not be required on Federal holidays, BLM closures due to weather, or Executive Orders. Payment for Federal holiday pay is per the Service Contract Act. Overtime is not anticipated however, during periods that overtime maybe required at the discretion of the Government supervisor. The contractor shall be paid overtime in accordance with the Service Contract Act. Travel should not be required, but if it is, the contractor shall be reimbursed in accordance with Federal Travel regulations (41 CFR 301-304). All normal supplies, materials, equipment, and utilities necessary to complete the assigned work shall be provided by the Government. MAJOR DUTIES Examine existing available telephone systems records, long distance and local phone service records, radio systems records, cellular phone records, calling card records, voice and video conference services records for accuracy and use. Research Memorandums of Understanding, Communication Site Agreements, building and building infrastructure drawings, programming and configuration data creating records and documentation where needed when none exist. Perform data collection from various remotely accessible telephone systems. Work with personnel throughout the state to include other telecommunications technicians, property personnel, real estate and others to collect and verify data as required. Work with vendors such as telephone, satellite phone service and other third-party companies to request or correct data and billing records, etc. Address day-to-day telecommunications office requests by providing tier-one support and training for services such as ordering, receiving, activating, and programming cell phones, smartphones, and tablet devices, Land Mobile Radios, Audio/Visual and Video Teleconferencing Systems. Complete moves, adds, and changes to phone systems (PBX). Work will likely involve small projects such as installation of new audio/visual equipment and systems, wireless and wireline services, etc. Follow policy and processes both written and verbal. Successfully complete service requests to include all documentation, and procedural and technical steps necessary. Review policy and document roles and responsibilities identified within those policies. Some travel may be required, but will accommodate schedule. Duties for each listed item could include tasks ranging from research through the Internet and personal contacts, physical labor during installations of wire, copper telephone and network cable, speakers, cameras, satellite dishes, coaxial cable, maintaining or developing documentation, etc. Experience with Linux and scripting languages will be a plus. Other duties can be assigned as required. Qualifications Factor I. Knowledge Required by the Position The incumbent must have a high attention to detail, with the ability to read, understand, and correlate multiple types of data sources. Experience in the use of Microsoft Excel and Word 2003 or greater is required, to include writing formulas and equations within Excel to automate processes wherever possible. The incumbent should have technical knowledge of the theories, principles and design of telecommunications systems in order to perform common and recurring tasks in support of the Telecommunications Specialists. Skill and ability to conduct market research and compile results in writing and verbally communicate findings. Good customer service skills are mandatory, as well as a general understanding of root-cause analysis of processes and procedures, and the ability to translate complex technical concepts into common language for the layperson. Ability to identify gaps and issues during auditing and documentation processes, and the confidence to make recommendations to processes and procedures in an effort to make them more efficient and logical. Factor 2. Supervisory Controls Supervisor provides general instructions on recurring assignments. Incumbent independently accomplishes routine tasks, referring deviations, problems and unfamiliar situations not covered by instructions to the supervisor for decisions or assistance. Work is reviewed for technical accuracy and compliance with established procedures. Factor 3. Guidelines Guides include International treaty, Code of Federal Regulations, Department of the Interior (DOI), National Telecommunications and Information Administration (NTIA), and BLM manuals, handbooks, Information Bulletins, Instruction Memorandums, detailed user and technical manuals, industry standards and best practices, and oral instructions, and are available for all important aspects of the tasks assigned. Incumbent uses judgment to select and apply appropriate guidelines. Deviations are referred to supervisor. Factor 4. Complexity Work consists of a mixture of routine standard tasks involving related processes and methods. Factor 5. Scope and Effect Work involves following specific rules, regulations or procedures which typically constitute segments of broader assignments. Work affects the accuracy, reliability or acceptably of further processes or services of the Telecommunications Systems Program. Factor 6. Personal Contacts Personal contacts are primarily with Telecommunications Specialists, the supervisor, fellow employees and system users. Factor 7. Purpose of Contacts The purpose of contacts is to obtain, clarify, and exchange a range of factual information. Factor 8. Physical Demands Work is a mixture of sedentary periods as well as physical labor. Walking, bending, climbing and recurring lifting of moderately heavy items is required. No smoking is allowed in the work areas. Factor 9. Work Environment Work is generally performed in a typical office setting or within climate-controlled telecommunication facilities. Outside work is required on occasion, possibly in inclement weather. Performance Measures and Task Examine existing available telephone systems records, long distance and local phone service records, radio systems records, cellular phone records, calling card records, voice and video conference services records for accuracy and use. oWork performed must be at least 95% accurate. Research Memorandums of Understanding, Communication Site Agreements, building and building infrastructure drawings, programming and configuration data creating records and documentation where needed when none exist. oRecord and document creation must be at least 95% correct. Work with vendors such as telephone, satellite phone service and other third-party companies to request or correct data and billing records. oCorrections must be at least 95% accurate. Provide tier-one support to address day-to-day telecommunications office requests for services such as ordering, receiving, activating, and programming cell phones, smartphones, and tablet devices, Land Mobile Radios, Audio/Visual and Video Teleconferencing Systems, complete moves, adds, changes to phone systems (PBX). oRespond to tickets within established intervals and provide customer satisfaction rate of 90% or better. The contractor will comply with the Contractor Personnel Security and Suitability Requirements as followed: Contractor Personnel Security and Suitability Requirements Performance of this contract requires contractor personnel to have a successfully adjudicated background investigation (BI), a secret security clearance, and a Federal government-issued personal identification card before being allowed unsupervised access to a DOI facility and/or information system. The Contracting Officers Representative (COR) will be the sponsoring official, and will initiate the process for personal identity verification, BI, security clearance, and card issuance. At least two weeks before start of contract performance, the Contractor will identify all contractor and subcontractor personnel who will require physical and/or logical access for performance of work under this contract. The Contractor must make their personnel available at the place and time specified by the COR in order to initiate screening and BIs. The following forms, or their equivalent, will be used to initiate the credentialing process: OPM Standard Form 86 OF 306 Fingerprinting (done electronically) (local procedures may require the fingerprinting to done at a police station; in this case, any charges are to be borne by the contractor) PIV Form Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for an unfavorable security and suitability decision and denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact. Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary. During performance of the contract, the Contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the contractors expense. If reissuance of expired credentials is needed, it will be coordinated through the COR. At the end of contract performance, or when a contractor employee is no longer working under this contract, the Contractor will ensure that all identification cards are returned to the COR. These requirements must be incorporated into any subcontracts that require subcontractor personnel to have regular and routine unsupervised access to a federally controlled facility for more than 180 calendar days or any unsupervised access to a federally controlled Level 3 or 4 information system. This solicitation is "All or None" Estimated Period of Performance: 10/14/2014 to 08/14/2015 F.O.B. Point: Destination Usage Tax: Quotes must include all Federal, State usage, and local taxes.
