Description
It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to COASTAL AEROSPACE INC. to purchase Garrett Series 85 Auxiliary Power Unit. All Technical Questions concerning this Request for Quotation should be directed to Mr. David Tucker at 304-285-4182, e-mail David.Tucker@netl.doe.gov. This is considered a sole source to COASTAL AEROSPACE INC because The Hybrid Performance (Hyper) project facility makes use of a 120kW Garrett Series 85 auxiliary power unit (APU). The equipment was modified to be coupled to piping and pressure vessels that facilitate the hardware in the loop simulation of advanced power systems. In the past, any failure of the turbomachinery has caused significant downtime, and the resulting delays have resulted in missing program critical milestones and objectives. Since the original turbine compressor plenum was modified, a spare APU must accommodate the modification. Coastal Aerospace is the only company that provides these rebuilt 120kW Garrett Series 85 APUs and that is also familiar with the operational requirements of our research modifications. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested (maintenance/service agreement). To be considered for evaluation, offerors must quote on all items/services listed in the solicitation. If no challenges to acquire this item are received by 5:30 PM ET on September, 2014, the government reserves the right to execute an award without publishing further notification. Detailed capabilities must be submitted to lora.stumpf@netl.doe.gov no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax.
