Solicitation #NIHLM2014284 This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION EXISTS AT THIS TIME. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. The North American Industry Classification System (NAICS) Code is 541511-Custom Computer Programming Services. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a Market Survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below: Background Information The overall objective of the NIH Business System is to facilitate the scientific mission of the National Institutes of Health and enable administrative and scientific support that is cost effective and provides accurate and timely information. The immediate scope of the NBS includes the implementation of business or "functional" areas to replace those currently included in the legacy administrative system within the new NIH Enterprise System. In order to successfully accomplish this goal, NBS requires the continuance of maintenance support and services throughout NIH from UC4 AppWorx. These licenses and services were previously purchased, but in order for the NBS Enterprise System to functional properly, annual maintenance is required to ensure the system continues to operate at its current level of performance or better. UC4 AppWorx is an enterprise scheduling product which has allowed the integration with existing Oracle e-Business Suite within the NBS Enterprise System. UC4 AppWorx provides the NBS with Dynamic, Data Driven Automations. This process automates and schedules critical processing in the way the NBS requires its ability to work directly with several existing application data. The unique data driven approach leverages the NBS data applications data to drive business processing. UC4 AppWorx incorporates sophisticated logic before, during and after task execution. Its conditional logic eliminates the need for manual intervention or scripting. Combing conditional processing with the data-driven approach to automation allows unprecedented flexibility when modeling business processes. The workload management ensures that scarce computing resources are allocated appropriately among competing tasks. User requested jobs and reports as well as regularly scheduled job streams can be managed through UC4 AppWorx intuitive management system. UC4 AppWorx provides a variety of capabilities for speedy information delivery through the NBS enterprise system. It has a built in report distribution capability that supports both hard copy and email. The on-line view features allow operators and end-users alike to easily access application and system output from their desktops. The Output Management is controlled by the built in Role Security. UC4's secure environments for the NBS data and features a robust encryption on password and logins. Before and after images of all modifications to the UC4 AppWorx repository can also be tracked to ensure that system integrity is maintained. Period of Performance The anticipated period of performance shall be a 12-month base period with (4) additional 12-month optional years. The proposed contract type will be firm fixed price. Purpose and Objectives of the Procurement The purpose of this requirement is to contract for the continuation of annual maintenance support, services, and supplies of the UC4 AppWorx Support. Contractor Requirements Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment, and services needed to complete this project. All work performed under this procurement shall be monitored by the Contracting Officer's Representative (COR). The Contractor shall serve as the administrative body for this Project under the direction of two (2) Project Directors approved by the NLM COR. Contractor Tasks • Provide Major product and technology releases • Updates, fixes, security alerts, data fixes, and critical patch updates during the contract term with immediate download passwords • Provide software license replacement for accidently damaged or malfunctioning hardware keys (Not including lost keys) • Certification with most new UC4 AppWorx products • Provide 24X7 Technical support via Metalink (Oracle support site) or via phone (access to protected support pages on the UC4 AppWorx website for troubleshooting). Optional Contractor Tasks • Additional Maintenance and Technical Support and supplies may requires to maintain the integrity of the NBS & UFMS Enterprise System, o Data Corruption cause by the NBS/UFMS Enterprise System o Upgrades and installations from other software applications within the enterprise systems which impact the performance and integrity of UC4 applications o Modification to UC4 application which is necessary to meet new initiatives/requirements and/or agency mandates. Instructions The proposed acquisition will be procured in accordance with the policies and procedures under FAR Part 12 and 13.5. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quote (RFQ), nor is a RFQ available. (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed ten (10) pages, excluding cover page, appendices, and resumes. (b) The capability statement should include references, key personnel, and any teaming arrangements needed to fulfill the requirements. It must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 2:00 PM EST on Friday, September 5, 2014 to Reginald Brown atreginald.brown3@nih.gov. Disclaimer and Important Notes : This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality : No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
