- Synopsis, Notice of Intent to Award a Sole Source Contract Notice of Intent to Award a Sole Source Contract The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source follow-on contract to the University of Virginia (UVA). This is follow-on research which focuses on the discovery and development of medical countermeasures against Filovirus Ebola. UVA has developed a unique model/platform to screen for inhibitors of six separate Ebola Zaire protein targets. The research has developed a screening platform and has demonstrated utility and proof of concept for Ebola by identifying some preliminary inhibitory leads for optimization. This innovative screening platform has identifiedsmall molecule hits against multiple Ebola targets. The follow-on effort will prioritize a variety of criteria, subjected to medicinal chemistry and compound optimization and analyzed by x-ray crystallography as a means of designing highly potent inhibitors for in vitro and animal testing. The end product of this research effort is a therapeutic antiviral candidate. The North American Industry Classification System (NAICS) is 541711 and the Product Service Code (PSC) is AD92. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of this notice, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government's discretion. In the absence of qualified sources, the contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Dr. Marie Sepe, Contract Specialist. Response to this notice must be received by 11:59 PM EST, 11 September 2014. Responses must include your business name, point of contact, address, and telephone number with area code.
