Description
THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. The Mission Installation Contracting Command (MICC) - Fort Sam Houston is seeking information on sources to provide Operation and maintenance of the Twin Cities Army Ammunition Plant (TCAAP) Groundwater Recover System. The period of performance shall be 30 Nov 14 through 29 Nov 15 with four one year option periods. This is a non-personnel services cost sharing contract to provide for the operation of the former TCAAP GRS (GRS). The GRS is located at the former Twin Cities Army Ammunition Plant in Minnesota. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Subcontractors shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for operation of the GRS as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall be responsible for fully executing this contract and must possess all the required expertise, knowledge, equipment and tools required to meet or exceed the Government's objectives identified in this PWS in accordance with established industry standards. The contractor shall perform to the standards in the PWS. No munitions and explosives of concern (MEC) and/or chemical warfare materiel (CWM) concerns are anticipated based on site history. However, if evidence of these items is found, contractor shall immediately stop work and contact the Contracting Officer Representative (COR) and Contracting Officer (KO). The Contractor will not perform MEC or CWM work; however, the Contractor must be familiar with and be able to recognize MEC/CWM to be able to stop work and to notify the Army of these potential hazards. Background: The TCAAP was a Government-Owned, Contractor-Operated (GOCO) war materials production program established by the War Department during World War II. The TCAAP is an inactive United States Army ammunition plant located in Ramsey County, Minnesota in the suburbs of Arden Hills and New Brighton. The site was added to the National Priorities List as a Superfund site on September 8, 1983. The soil, sediments, groundwater, and surface water surrounding the plant were contaminated with base neutral acids, metals, polycyclic aromatic hydrocarbons, polychlorinated biphenyls, volatile organic compounds, pesticides, cyanide, and explosives. It is our intent to award a cost sharing contract as mandated by the apportionment and settlement agreement. The contract will be a no profit/fee type contract. The Government's determination on how to compete the proposed requirement will be based on market research and responses to the notice; and is at the discretion of the KO. The current capabilities of industry, to include large and small business, must be confirmed. As such, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. This Sources Sought Synopsis is issued for maximizing competition. Please identify any unique characteristics that may limit competition or should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Special Competition Advocate at dean.m.carsello.civ@mail.mil. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONSE TO THIS SOURCE SOUGHT: Interested sources shall complete the attached market research questionnaire. It is requested that interested businesses submit to the contracting office the completed market research questionnaire (no more than 10 pages in length, single spaced and 12-point font minimum). The market research questionnaire shall be sent via email to Javelin Carouthers, Contract Specialist, javelin.m.carouthers.civ@mail.mil.
