This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-76 August 25, 2014. BACKGROUND: The National Transportation Safety Board's Office of Highway Safety (OHS) is charged with the investigation of select highway transportation crashes in cooperation with the States. A vital part of the investigation process involves accurately mapping the crash scene, accident vehicles and related physical evidence, and recording this data for future analysis. Since 1999, the OHS has utilized electronic mapping technologies to document and analyze crash scenes. Initially, this was accomplished through the use of a total station and more recently a 3D laser scanning device has been used to capture crash scene data. The laser scanner has proven to be a relatively efficient technology, allowing for a single operator to obtain literally millions of points of information that are later used to create electronic three-dimensional replications of the crash environment, as well as three-dimensional models of accident vehicles. However, extracting information pertinent to the crash from this voluminous amount of data has proven to be a hindrance in the subsequent analysis of the crash. Another drawback to using the laser scanner is the limited distance the instrument is restricted to while obtaining data points; requiring the instrument to be repeatedly relocated to document evidence at large crash sites. Neither of these circumstances is encountered when using a total station to document a crash site. The operator is able to selectively determine which data points will be recorded, and the extended operational range and accuracy of the instrument is generally unsurpassed by other mapping technologies. The primary reason that OHS discontinued using a total station for crash scene documentation was that it required two users; one to operate the instrument and one to position a prism over the data points to be recorded. In addition, both users needed to be proficient in using the system. Staffing within OHS has restricted scene documentation and reconstruction analysis to a single investigator, thus precluding the option of using a total station in place of the 3D laser scanning device or to augment the capabilities of the scanner. However, technology advances have allowed for "robotic" total station systems that are capable of being operated by a single user. Additionally, one of these robotic systems incorporates GPS functionality, allowing it to capture data points without having an unobstructed line-of-sight between the instrument and the prism. Adding a GPS enabled robotic total station to the mapping options available to OHS will provide a greater degree of independence for highway investigations by eliminating the need to rely on total station mapping from other agencies, and overcomes current staff limitations by allowing a single investigator to quickly and safely accomplish the documentation task. Use of a total station is not expected to replace 3D laser scanning for scene and vehicle documentation, but rather allow for additional mapping options to be employed when appropriate. SCOPE OF WORK This requirement is for brand name Sokkia Model DX-205AC or equivalent total station mapping system capable of robotic operation and GPS data collection to be used for mapping and documentation of highway crash environments and related physical evidence. In addition to the equipment specified for the requirement, additional support in the setup and use of this equipment specific to the task of accident scene mapping and documentation is a prerequisite to fulfilling this requirement. It is anticipated that this mapping system will be comprised of the actual total station instrument and data collector, as well as additional support components and software allowing for robotic use and GPS data collection. Use of the mapping system within a highway crash scene typically involves multiple challenges related to operating on or near an active roadway. As such, work needs to be accomplished in a timely manner while allowing for a thorough documentation of the site. In the event that equipment or software problems are encountered, the technical support in these situations needs to be provided for in an expeditious manner. The support needs to capable of addressing both hardware and software related trouble-shooting issues, as well as include best practices for obtaining accurate and complete data within a highway crash environment. BRAND NAME OF EQUAL SALIENT CHARACTERISTICS - FORM, FIT AND FUNCTION: Refer to FAR clauses 52.211-6 Brand Name or Equal and 52.214-21 Descriptive Literature. Technical Requirements: The total station must be capable of normal operation through the use of a prism and must include reflector-less operation as well. Note: reflector-less operation must incorporate a working range of at least 1,000 meters. The total station must be capable of operation by a single investigator through the use of both Robotic Tracking and GPS Data Collection capabilities. This type of operation must include the capability for an investigator to operate the data collector connected to the total station while the station auto tracks a prism; and also include fully-robotic operation that allows the investigator to control the instrument from the prism/GPS pole. The total station and data collector must be capable of switching from Total Station mode to GPS mode within the same database allowing for data point coordinates collected outside of the visual range of the total station and subsequently determined by the GPS to be communicated to the instrument. Support Requirements: The vendor must possess extensive knowledge in the application of total stations used specifically for forensic mapping of highway crash sites, physical evidence typically encountered at crash sites and the three-dimensional modeling of highway vehicles. In addition to the technical support for forensic mapping, the vendor must be able to provide support for the total station, including its robotic and GPS capabilities and software support in an expeditious manner. Due to the nature of the mapping environment and the requirement to employ responsible highway incident management techniques support will be expected to occur within one-hour or less of the request without limitation (i.e. support requirements are for 24 hours a day, 7 days a week). The vendor must be able to provide priority service for annual instrument maintenance and calibration, or repairs. The vendor must be able to support the use of the total station to coincide with the agency's existing mapping software, and be a certified in the use of Micro-Survey products. The vendor must be able to provide customized Automap Libraries to NTSB specifications as required. An Automap library is part of the conduit to move the data obtained at an accident scene (the point codes) and convert it into a digital representation of the accident scene (basically a computer generated diagram). The symbols and format options created by the point codes can be varied by making changes to the Automap library. The software incorporates the standard library by default, but there are times when there is a need to include custom symbols or point formatting to diagrams. Unfortunately, this information is not known in advance, making customization requirements a case by case issue. OTHER GENERAL REQUIREMENTS No additional requirements are anticipated DELIVERABLES The total station, necessary support equipment, and software are expected to be delivered FOB Destination to the Office of Highway Safety no later than 30 business days after award. The equipment is to be delivered FOB Destination to: National Transportation Safety Board NTSB Office of Research and Engineering 925 Frontage Road SW Washington DC 20954 PERIOD OF PERFORMANCE Base year plus four (4), one (1) year option year periods. Other General Requirements The vendor must notify and coordinate with the POC at NTSB of their intent to deliver at least five (5) working days in advance of the scheduled delivery. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) past performance; (iii) price; Technical and past performance, when combined, are more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement within the overall total price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (xiii) Additional Terms and Conditions: 52.211-6 -- Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. (End of provision) 52.214-21 -- Descriptive Literature (Apr 2002) (a) "Descriptive literature," as used in this provision, means information furnished by a bidder, such as cuts, illustrations, drawings, and brochures, that shows a product's characteristics or construction or explains its operation. The term includes only that information required to evaluate the acceptability of the product and excludes other information for operating or maintaining the product. (b) Descriptive literature is required to establish, for the purpose of evaluation and award, details of the product offered that are specified elsewhere in the solicitation and pertain to significant elements such as -- (1) Design; (2) Materials; (3) Components; (4) Performance characteristics; and (5) Methods of manufacture, assembly, construction, or operation. (c) Descriptive literature, required elsewhere in this solicitation, shall be -- (1) Identified to show the item(s) of the offer to which it applies; and (2) Received by the time specified in this solicitation. (d) If the bidder fails to submit descriptive literature on time, the Government will reject the bid, except that late descriptive literature sent by mail may be considered under the Late Submissions, Modifications, and Withdrawals of Bids provision of this solicitation. (e) If the descriptive literature fails to show that the product offered conforms to the requirements of the solicitation, the Government will reject the bid.
