- Statement of Work required FAR provision Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 13.1 and the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is SBAHQ-14-Q-0057 and is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. This will be a fixed price contract; this is a total Small Business set-aside; NAICS code is 541611 with a small business size standard of $15.0. Any quote that is submitted by a contractor who is not certified under this NAICS will not be considered for award. Contractors must be registered and active in the System for Award Management (SAM) database (https://www.sam.gov) at time award is issued and throughout performance unless an exemption exists. Verbal quotes will not be accepted. The Government will award a contract resulting from this solicitation to the responsible quote whose offer is conforming to the solicitation, and will be most advantageous to the Government. The U.S. Small Business Administration (SBA), Office of Investment and Innovation (OII), is requesting a quote for SBIR/STTR Awardee Database Enhancement Support Services. The purpose of this solicitation is to select a Contractor to provide SBIR/STTR awardees history and implement this content into the SBIR.Gov database. The selected Contractor will already have a current SBIR/STTR awardee database available for use. The Contractor selected for award will hand this data off to an SBA federal employee, via means negotiated between Contractor/SBA after award, for upload to the SBIR.gov database. The contractor must also have the expertise that includes collecting and analyzing demographic data, gathering community, stakeholder, and outreach points of contact, and selecting and making recommendations on other viable information to ensure SBIR.Gov reaches targeted audiences. The SBA is not requesting a new database to be created, and will not consider quotes that include collection of awardee information and development of a new database.
