- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Secret Service (USSS), Forensic Services Division (FSD), Enhancement and Speaker Identification Section (ESS) in the completion of its forensic speaker recognition casework and to obtain assistance from a qualified external reviewer to harmonize ESS practices with accepted forensic protocol. USSS intends to negotiate on a sole source basis, a Firm Fixed Price (FFP) contract with John Hopkins University (JHU) Baltimore, Maryland in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1) (A). This requirement is for the development of a techn ical review process for the methodology utilized by the Forensic Services Division (FSD), Enhancement and Speaker Identification Section (ESS) in the completion of its forensic speaker recognition casework and to obtain assistance from a qualified external reviewer to harmonize ESS practices with accepted forensic protocol. JHU is uniquely qualified with the ability to combine phonetic science, linguistics, cognitive science, and speech and language processing and engineering to carry out the experimentation, analysis, and development of potential review protocols for forensic speaker recognition per the requirements of the USSS. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. This notice is neither a request for quotations nor a solicitation of offers. Interested parties may identify their interest and capability to respond to the requirement. Only written responses sent via electronic mail will be accepted to linda.mcadams@usss.dhs.gov. The responses must be received no later than 7:00 am EST, Monday September 8, 2014. The Government will not be responsible for any costs in the preparation of responses to this announcement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
