- The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of 13.106-1(a)(2)(b)1)(i)for a bridge contract for the period 1 September 2014 through 28 February 2015 with Ace Uniform Services, Inc. 1700 Parkman Ave., Baltimore MD for uniform rental and cleaning at the Washington Aqueduct. The contractors shall provide rental services for work uniforms (weekly cleaning and replacement), for the U.S. Army Corps of Engineers, Washington Aqueduct Division, 5900 MacArthur Blvd NW, Washington, DC, 20016, and 2500 First St NW, Washington, DC, 20001. The contract shall include allowances for any and all charges required to provide the specified service with no additional charges for name tags, logo emblems, embroidery, set up, size changes, alterations, oversize, preparation, swing suit, wastewater, delivery, container, fuel price increases, inflation, or any other charges. The contractor shall maintain and repair the garments as required to keep the garments in proper condition and appearance. Such things as replacing missing or broken buttons, broken zippers, repairing split seams or hems, and patching tears shall be performed by the contractor The Contractor shall replace worn or unsightly uniform items, due to normal wear and usage, on an as needed basis, at no cost to the Government.. Three uniform pick up and drop off locations are specified: Dalecarlia water treatment plant: 5900 MacArthur Blvd, NW #1- plant operations branch (chemical bldg) Washington, DC 20016 #2- maintenance branch building McMillan water treatment plant: 2500 First St NW #3- plumbing shop Washington, DC 20001 This bridge contract will provide the minimum amount of time necessary to solicit a competitive acquisition and award the future new 5 year contract that is currently being developed. Failure to issue this bridge contract would result in a devastating disruption to the daily operations of Washington Aqueduct Division and satellite installations. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement for the bridge contract. The determination to not compete the proposed bridge contract acquisition is within the discretion of the Government. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However responses received by 3:00 PM EST, Friday 29 August 2014 will be considered by the government.
