- MULTIPLE ENVIRONMENTAL GOVERNMENT ACQUISITION (MEGA), PRE-PLACED REMEDIAL ACTION CONTRACT (PRAC), INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD TASK ORDER CONTRACTS (MATOC). Unrestricted - U.S. Army Corps of Engineers (USACE) Northwestern Division, Kansas City District Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: Kansas City District Solicitation Number: W912DQ-14-R-3004 Notice Type: Presolicitation Synopsis: This Pre-placed Remedial Action Contract (PRAC) will support work assigned to the U.S. Army Corps of Engineers (USACE) Northwestern Division and the Environmental Protection Agency (EPA) Region 2, for hazardous, toxic and radioactive waste (HTRW) remediation projects for both civilian and military agencies of the Federal Government. This contract for environmental response actions and associated investigation, design, and removal activities will include service and construction activities mandated by the Defense Environmental Restoration Program (DERP), Superfund, Brownfields, Formerly Utilized Sites Remedial Action Program (FUSRAP), environmental cleanup activities under the Base Realignment and Closure (BRAC) Program, for its Army and Air Force customers, Department of Homeland Security and the Federal Emergency Management Agency (FEMA), and other environmental and homeland security laws and regulations requiring support activities for military installations, Corps' civil works projects, and work for other agencies. The DERP projects will include Installation Restoration Program (IRP) activities on active Army and Air Force installations and on Formerly Used Defense Sites (FUDS). If a specific BRAC project is identified, then BRAC requirements as prescribed in DFAR 226.71 will be applicable and addressed at that time. Other environmental laws and regulations mandating remedial actions include but are not limited to the Federal and state versions of the Clean Air Act, the Clean Water Act, the Toxic Substances Control Act (TSCA), the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), Underground Storage Tank (UST) regulations, and the Corps of Engineers' regulations for Civil Works. Architect-Engineer contracts under FAR Subpart 36.6 will not be awarded under this contract. The solicitation will be issued on or after 19 September 2014. This will be an Unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). This Request for Proposal (RFP) is available for award to all firms with active SAM registration under North American Industry Classification System (NAICS) Code 562910, Environmental Remediation Services. Firm fixed-price or cost reimbursement task orders will be written against the IDIQ Contract(s). This solicitation will facilitate award of up to ten (10) contracts with a maximum shared capacity of $185 million. The Contracting Officer has the discretion of adjusting the number of contracts awarded, or awarding none at all. Evaluation of proposals will be performed on a quote mark trade-off best value quote mark basis. Contracts will have a base period of three years and an option to extend the contract for an additional two-year period. The contracts awarded will include firm-fixed price and cost reimbursement task orders for a wide range of PRAC, including but not limited to, performing low level radioactive remediation; performing environmental dredging operations; performing contaminated soil excavation and debris removal activities; construction of short term (maximum of 5 years) Operation and Maintenance (O&M) of project facilities; performing PCB, asbestos, and lead paint removal, and associated disposal activities; providing topographic and geophysical surveys; performing UST identification, removal, and remediation; performing bioremediation of petroleum oil lubricants contaminated soils; installing soil and rock borings, and performing sampling, testing, and other geotechnical analyses; performing drilling, installation, and development of groundwater monitoring wells; performing hydrogeological testing and data analyses, including groundwater modeling; performing multi-media sampling and sample management for chemical geotechnical characteristics; performing work area and perimeter air monitoring, sampling and the related analysis; Installing support facilities; performing site restoration activities; performing demolition activities; performing public relations including participation in community education, public involvement, or public affairs activities; providing support for the Department of Homeland Security and FEMA initiatives; and planning, design, and construction of active and passive measures required for population, area, and infrastructure protection to include security engineering, vulnerability surveys, application of engineering evaluations and/or modifications of facilities to deter, defend against, and mitigate effects of threats, disasters, and attacks. Proposal Evaluation: The Government is utilizing the procedures in FAR 15.3 quote mark Source Selection quote mark under competitive negotiated proceedings to select the proposals that represent the best value to the Government. The trade-off process inherent in best value source selection allows the government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror, per FAR 15.101. Consequently, all evaluation factors that may affect the contract award and their relative importance will be clearly stated in the solicitation.
