Description
COMBINED SYNOPSIS/SOLICITATION NOTICE FOR THE MINERAL COMMODITY FAIR MARKET VALUE REPORT The contractor shall prepare a mineral commodity Fair Market Value (FMV) report for the Bureau of Land Management (BLM), Royal Gorge Field Office (RGFO) Colorado. The purpose of the report is to determine the FMV of federal mineral material commodities and the rights granted by contracts for removal of those materials from federal lands managed by the RGFO, BLM. Federal regulations require the sale of mineral materials to be at FMV. Determination of FMV is made through an evaluation conducted by a qualified contractor. The purpose of the valuation is to determine the FMV for federal mineral material commodities and the rights granted by the disposal contracts and permits. The intent is to determine representative FMV at every existing contract and permit site in RGFO under the regulations at 43 CFR 3600 that identify the terms and conditions of BLM disposals. The FMV will be applied to existing and future sales of Federal mineral materials issued under the regulations at 43 CFR 3600. To determine FMV, the contractor must review private mineral materials sale sites, competitive sale mineral material sites on public BLM administrated lands, competitive sales by State or local government agencies, and any other mineral materials sales that may be comparable to BLM disposals from federal lands. The reports must identify the specific background information on every site. The North American Industry Classification (NAICS) Code is 541690, with a standard size of $14 million. Responses are due no later than 5 pm Mtn Time, September 11, 2014, to the BLM, Attn: Felicia Salazar.
