- JOINT IMPROVISED EXPLOSIVE DEVICE DEFEAT ORGANIZATION Location: Joint IED Defeat Organization Title: Congressional Publications and Online Database Subscription Description(s): This is a combined synopsis and solicitation for a subscription for Congressional publications and online database access. A FFP contract will be awarded for this effort for a period of performance of One (1) Base Year (12 Months) and Two (2) Option Years. This service should include access to daily congressional news publication and online database that provides the following services: covers all congressional action (floor activity, markups, hearings, events); transcripts within 24-48 hours (congressional committee hearing, think tank, newsmaker, regulatory); daily calendars (congressional floor, committee, think tank, newsmakers, regulatory, event); bill and budget tracking, comparison, analysis and chronology; bill and amendment text and committee reports; Congressional Research Service digest and reports; legislation, budget and news archives; roll call vote reports; hot documents with searchable archive (draft bill text; "Dear Colleague" letters; Congressional Budget Office reports, briefs and cost estimates; Office of Management and Budget and Government Accountability Office documents; press releases; White House documents; Statements of Administration Policy; Agency and Judicial Documents); customizable lists and email alerts; document management and storage; member profiles with district demographics and voting records; daily congressional, defense, foreign policy, economic, financial, commerce, industry, campaigns, elections and policy news service. Other required services shall include but not limited to - Tracking & Analysis (bill tracking, bill analysis, committee coverage, floor votes, House and Senate action reports, budget tracker, daily congressional floor and committee calendars, daily newsmakers and regulatory calendars, legislation and budget archives), Reports and Tools (bill comparison, bill chronology, custom bill track, date and documents charts, roll call vote reports, vote comparison and position reports, user friendly bill and committee dashboards), Government Documents (bill and amendment text, committee reports, congressional records, CRS bill digest, CRS reports, hot documents), Transcript & Testimony (committee transcripts, think tank, newsmaker and regulatory transcripts), Alerts, List & Tools (custom email alerts, custom list, document management and storage), News (inside Congress, defense & foreign policy, campaigns & elections, economics & finance, commerce & industry, policy). This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and therefore quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) HQ0682-14-Q-0012. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) and Online Representations and Certifications Applications (ORCA) http://www.sam.gov/. This procurement is being issued under FULL and OPEN COMPETITION for North American Industrial Classification Standard (NAICS) 519130 and business size standard not to exceed 500 employees. The following provisions and clauses are in effect through Federal Acquisition Circular 2005-66. The following provisions and clauses apply to this 52.212-1, Instructions to Offerors--Commercial Items; 52.212-2 Evaluation-Commercial Items. EVALUATION-COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical: The capability to meet the technical requirements effectively and efficiently 2. Past Performance: Based on the Offeror's submitted recent/relevant Past Performance references the expectation the Offeror will successfully perform the required effort 3. Price Technical Factor is more important than Past Performance Factor. Past Performance Factor is more important than Price Factor. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
