- Wage Determination Statement of Work IBM14R0011 THE PRESOLICITATION NOTICE IS NOW CLOSED. THIS IS THE SOLICITATION AND PROPOSALS ARE BEING REQUESTED AT THIS TIME. The Amistad Dam Hydroelectric Power Plant houses two 33 MW Canadian General Electric generators. The Unit 1 and 2 Generator currently have an excitation system that was installed and commissioned in 1981. The technology is now obsolete and replacement parts are no longer available. At some point in the future, if the Unit's excitation system is not replaced, the Amistad Power Plant Units Generator will cease to generate due to not having replacement parts nor being able to find them for the excitation system. The United States Section, International Boundary and Water Commission (USIBWC) requires a Contractor to provide all labor, equipment, materials and supplies necessary to replace the existing excitation system, to include the removal and set aside of the existing system, and provide, install and test a new compatible excitation system. The Government will keep the old system in a local warehouse. This is a 100% Small Business Set Aside. SITE VISIT: Reference Section 3 of the Solicitation. QUESTIONS: All questions shall be submitted in writing to the Contracting Officer, Laura A. Baker at Laura.Baker@ibwc.gov by 1:00 PM MST on Monday, September 8, 2014. While every effort will be made to provide meaningful responses or clarifications to all inquiries, no answer shall be binding by the Government unless submitted in writing and subsequently answered by means of a formal amendment to this Solicitation. Questions received after the cut-off deadline will NOT be responded to, unless deemed significant by the Contracting Officer or the question conveys a material mistake and/or error in the Solicitation. INSTRUCTUIONS: Reference FAR Clause 52.212-1 and Section 3 of the Solicitation. SUBMISSION: Consistent with Section L, proposal shall be emailed to the Contracting Officer, Laura.Baker@ibwc.gov.
