- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; responses are being requested; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on FEDBIZOPPS. The RFQ number is N62306-14-T-B030. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-76 and DFARS Changes Notice 20140805. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 333999 All Other Miscellaneous General Purpose Machinery Manufacturing and the Small Business size standard is 500 employees. The Naval Oceanographic Office requests responses from qualified sources capable of providing Portable Side Scan Sonar Winches meeting the following specifications: Side Scan Sonar Winch - (Qty 3) 1. Frame Style: Box type with manual disc brake, removable lifting handles. 2. Frame Size: No larger than 30"L x 22"W x 26"H. 3. Speed reduction: Worm gear reducer, sprocket and stainless steel chain. 4. Winch Frame Material: 6061-T6 aluminum, epoxy power coated. 5. Clutch: Freewheeling capacity 6. Drum Dimensions: Not to exceed 25" diameter flanges, 14" diameter core, 13" between flanges. 7. Drum Capacity: 300m of 0.455" diameter cable. 8. Drum Speed: 0-23m/min., 0-37m/min. full drum 9. Load full drum: 225lb., 370lb. At core. 10. Motor: 1 Hp 90VDC, regenerative drive variable speed motor controller, NEMA 4X enclosure on 20ft. cable. 11. Power requirements: 110VAC 50/60Hz. 12. Slip ring adapter: Set up for Klein 3000 side scan slipring. 13. Winch Weight: Not to exceed 300lbs. Without cable on spool. 14. Level Wind: Powered auto level wind with reversing screw. 15. Tow Cable: 300m digital side scan sonar Kevlar tow cable; RG58 Coax 21AWG TC Core HDPE Dielectric, 35AWG TC braid shield; PVC jacket Kevlar-5K lbs break strength;.090" wall black polyurethane jacket,.450" NOM OD 16. Shipping box: Winch will come with a re-usable shipping container. 17. Delivery: 8-10 weeks after contract is accepted. The Naval Oceanographic Office, Stennis Space Center, MS, intends to issue a fixed price purchase order. The requirement is for: (Qty 3) Portable Side Scan Sonar Winch as detailed in the Specifications. The Government reserves the right to make one, multiple or no award resulting from this solicitation. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; FAR 52.232-33 Payment by Electric Funds Transfer - System for Award Management; DFARS 252.225-7001 - Buy American Act and Balance of Payments Program; DFARS 252.225-7002 - Qualifying Country Sources as Subcontractors. Quoters are reminded to include a complete copy of FAR 52.212-3 and its ALT I with quotes. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, provides the lowest evaluated price for a product meeting or exceeding the acceptability standards set forth in the salient characteristics. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated. The following factors shall be used to evaluate the offers: (a) technical capability of the item offered to meet the minimum needs of the Government and (b) price. General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQ's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical quotation. This announcement will close at 4:00 PM, CST on 3 September 2014. Quotes are to be submitted to Will.Garrett@navy.mil. Oral communications are not acceptable in response to this notice. Quoters shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the System for Award Management and Wide Area Work Flow (WAWF) to be considered for award. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response much clearly indicate the capability of the offeror to meet all specifications and requirements.
