- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91NS-14-T-4017 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 323117 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-09-02 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Jefferson City, MO 65109 The National Guard - Missouri requires the following items, Meet or Exceed, to the following: LI 001: 1. Objectives. a.Ensure Recruit Sustainment Program has necessary training equipment. b.Provide new recruits with the necessary information to be successful at Initial Entry Training c.Reduce training pipeline loss 2. Requirement. a.QTY: 5000 b.Pocket size 3? x 6?, durable material, binder booklets for RSP use, capable of fitting in the cargo pocket of ACU?s. c.Booklets must be high quality, laminate paper able to endure various weather exposures (precipitation, humidity, etc.) d.Ability to modify wording and add pictures to reflect Missouri Army National Guard and Soldiers of the Missouri Army National Guard. Pictures and information for updating of the RSP Guidebooks to be provided by RRBN. 3. State Specific Contents. a.Guidebook to inform RSP Soldiers and families of the process and the benefits of a new recruit becoming a Soldier in the MOARNG. b.Guidebook to explain: 1.What it means to be a Soldier 2.What the Guard is 3.Responsibility to the Nation and Community 4.Qualifications to enlist in the Guard c.Guidebook to explain the National Guard and the basic requirements of service, contractual length of service and the potential for deployment and length of deployment. d.Guidebook to explain Military Occupation Specialty (MOS). e.Guidebook to explain the qualification of being a member in good standing with the MOARNG. RRBN to provide vendor with current requirements and details. f.Guidebook to explain the history of the National Guard g.Guidebook to list: 1.MOARNG family and youth programs. RRBN to provide vendor with a list of programs 2.Strong Bonds Single and Married Soldier opportunities. RRBN to provide vendor with a list of programs 3.Resources available to Soldiers and the families to include: i.Thrift Saving Plan and the current coverage and rates ii.State and Federal Tuition Assistance. RRBN to provide vendor with current coverage iii.Family Assistance Coordinators and contact information iv.Chaplain service and contact information v.Veterans Affairs resources with contact information 4. Contents ? Guidebook Will Explain/Include the Following: a.Basic principles of basic combat training (BCT) and advanced individual training (AIT) from arrival, reception through the BCT and AIT. Guidebook to breakdown each individual week of BCT training and what occurs during each week of training. See attachment. b.Evaluation criteria ?Go / No Go? during active component training c.Army Values, Warrior Ethos, ESGR, Red Cross emergency contact d.Pay and breakdown of pay dates. BAS, BAH, SGLI, FSGLI, Leave and Earning Statement, my pay, TSP, and other pay and entitlements and how to apply for them. e.Comprehensive Soldier Fitness and Global Assessment Tool, Enhanced Guard Support Network, Travel benefits, Commissary and PX/BX privileges. 5. Contractor will provide a single POC for this contract which is CPT Justin Wise at 573-638-9575 or justin.p.wise2.mil@mail.mil., 5000, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Missouri intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Missouri is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 90 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Limitations on Subcontracting (Nov 2011) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) Applicability. This clause applies only to? (1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns; (2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and (3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for? (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.
