Description
Sources Sought Title: For Police Dispatch Modification Scope: The contractor shall provide labor, supervision and all other sources for the removal and disposal of existing console/workstation and monitor support racks located in dispatch room. Contractor shall relocate all wires and other surveillance equipment to the adjacent security closet to make room in the limited dispatch area to allow those operating crucial dispatch functions to safely maneuver between phones, the service window, and intrusion alarm monitoring stations, the NCIC/FCIC Crime Index computer, and the two way radio system. Background: The James A. Haley VA Hospital is working to hire disabled or service connected Veterans where and when possible. One of the occupations available for disabled Veterans is dispatcher for the VA Police Service. In order to make this possible, the VA Police dispatch area must be modified to accommodate wheelchair access and reach capabilities. Not only this, Police dispatch is overcrowded, outdated, and does not accommodate the James A. Haley Facility expansion that utilizes police monitored cameras and DVRs, intrusion and door alarms, as well as parking lot barrier monitoring systems. The installation of a new workstation console and five 22" VGA LCD monitors will assist the VA Police patrol effectiveness, hospital security, and promote the hiring of returning Veterans disabled or otherwise. New Console Specifics: The new console will consist of a two work stations 5 bay sight line design with a versatile track monitor support system capable of adjusting angles to be ergonomic, modular, and adaptable which will give users flexibility. Monitor viewing lines must be easily optimized based on personal needs. The console must conform to the international standard known as ISO 11064 which is the backbone of ergonomic designs of control rooms; in other words, user-center design. The new console must provide an efficient workflow and operator comfort in this restricted architectural space. The work surfaces must be manufactured with a 1-1/8" (29mm) thick scratch resistant high-density core and a beveled front-edge for operator comfort. One counter work surface will measure 24", one will measure 48", and one will measure 72", all connected with two 45 degrees counter tops to allow connectivity and optimize space. These measurements are standard for VA Police consoles within the nationwide VA Hospital system. The console must be ergonomic for the user's line of sight while observing monitors explained as follows: The average minimum viewing distance is largely determined by three factors: "Eyesight accommodation is the distance at which our eyes focus when there is no object on which to focus. The eye muscles that focus the lens must work 2 1/2 times harder to focus at 12" than at 30", which contributes to eye strain. "Convergence is when the eyes turn inward to focus on a near item. This actually contributes more to eye strain than accommodation. "Depth of focus is the range of distances that do not require the eyes to refocus, which most frequently affects the over-40 operator, those of us requiring reading glasses. The solutions to problems arising from all three factors are similar: Lower the monitor height, keep items and screens to be viewed at similar distances, position displays at the proper angle to line of sight, increase task lighting on printed material, increase text size, and change tasks periodically. Accommodation and convergence are both shortened when the gaze is lowered. The average resting point of convergence is 35" at 30 degrees down angle, 45" at horizontal, and 53" at 30 degrees up angle. This data offers a significant justification for lowering monitor height. The other benefit of lower monitor height is a reduction in dry eye syndrome caused by eyelids opening wider when looking up. The NAICS code for this sources sought is 337214, Furniture (except wood), office-type, padded, upholstered, or plain, manufacturing. This has a size standard of 500 employees. The government reserves the right to consider a small business set-aside based on responses to these sources sought.
