Description
Single Source Announcement - ARAMIS Upgrade A full and open competition is not available for this procurement. If your firm does not agree with the single source determiniation, please provide evidence of your firms capabilities and experience in providing the below service, the FAA will evaluate this accordingly. All responses to this announcement must be directed to Nicole Saiauskie at Nicole.Saiauskie@faa.gov, no later than 12pm EDT on August 29, 2014. Purpose of this Announcement: In accordance with the FAA Acquisition Management System (FAAMS) paragraph 3.2.2.4, to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) proposes to award single source purchase order to Trilion Quality Systems. The FAA ™s Full-Scale Aircraft Structural Test Evaluation and Research (FASTER) fixture was developed for full-scale testing of fuselage structures under simulated flight conditions. This unique facility enables testing of full-scale curved panels using a fully integrated control and data acquisition (DAQ) systems data including strain, displacement, temperature, humidity and load measurements. An integral part of the DAQ is two ARAMIS systems using digital image correlation technology to obtained full-field strain and displacement measurements of the fuselage panels tested. The two current ARAMIS systems were manufactured by GOM (Gesellschaft für Optische Messtechnik) mbH and are used to measure the full-field strains and displacements in fuselage panels tested in the FASTER lab. Both systems need to be replaced due to obsolesce of both hardware and software. The current systems are Linux-based and utilizes older camera technology. Consequently, upgrades and maintenance will no longer be supported for Linux- based ARAMIS systems using older hardware. This procurement will replace the existing ARAMIS systems. Two legacy ARAMIS systems will be traded in for credit for two new systems that are Windows-based and utilize 5M pixel upgraded cameras. Trilion Quality Systems shall provide complete hardware and software updates to two existing legacy ARAMIS systems that are Linux-based and are used in the FASTER lab to obtained full-field strain and displacement measurements of the fuselage panels tested. The manufacturer of the ARAMIS systems is GOM. Trilion Quality Systems is the sole distributor in the United States for GOM products including ARAMIS systems. The legacy ARAMIS systems will be traded in for credit for two new systems that are Windows-based and utilize 5M pixel upgraded cameras. Trilion Quality System is the only distributor of ARAMIS digital image correlation equipment in the US. For that reason, there is no other company will be able to provide an upgrade to the existing system and support for this application. The ARAMIS system has been used over the past 10 years to support the FASTER lab. Hence, an extensive database of models and results has been generated that can be utilized only with ARAMIS. No other known equipment is compatible with existing system or can be upgraded or incorporated. The original purchase of the two legacy ARAMIS systems was through Trilion Quality Systems. Substantial trade-in credits for the legacy ARAMIS systems are included. Currently there is no other known source that manufactures this equipment. No other source is capable of providing this specific equipment at this time.
