Description
NASA/GRC has a requirement for an SLE API Software Package and associated support services. The ESA SLE API package uses TCP/IP for communications. The TCP and IP protocols are available as part of the operating system for all supported platforms. The operating systems also provide programs for configuration of these protocols. The latest SLE API version supports all SLE versions up to SLE v3. Deliverables 1 qty. SLE API SLE v3.4 binary software package 1 qty. SLE API License Agreement 1 qty. SLE API Package Reference Manual 1 qty. SLE API Runtime Distribution Software Release Note 1 qty. 80 hours additional support for SLE API v3.4 for 12 months, after initial activation. NASA/GRC intends to purchase the items from Telespazio Vega. Telespazio is the developer & sole distributor of the SLE API software for North America. Use of the VEGA SLE Gateway will allow for interoperability testing between other variants of SLE used by NASA and other space agencies. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth and FAR Part 13. The Sole Source is under the authority of FAR Reference 13.106-1(b) 1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 29, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
