- Clauses applicable to RFQ 2014-76870FB List of items for RFQ 2014-76870FB This is a combined synopsis/solicitation for brand name commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All part numbers listed on the attached spreadsheet are Life Technologies product or service numbers. This requirement is for a QuantStudio DX Real Time PCR Instrument with 96-well Fast Block and some accessories. The Quant Studio is a PCR cycler approved as a diagnostic device and allows detection of four different fluorophore-labeled PCR products. The CDC dengue diagnostic assay requires these characteristics to perform reproducibly and in compliance with federal regulations. These characteristics are present in only one other cycler in the market (ABI 7500), which the CDC San Juan Laboratory already has. Bringing the Quant Studio to the San Juan laboratory will allow CDC scientists to validate dengue diagnostic tests that can only be performed in this equipment and will allow CDC to expand options for CDC research partners in the public health field that have either of these two machines. Item number 3 is to perform an Operational Qualification/Performance Qualification. This is a procedure performed 6 months after installation during the Warranty period. Item number 5 is for add-on qualification service to be performed by the Field Service Engineer during service of the equipment. This service is for additional add-on features of the equipment when the customer has multiple sample blocks that need to be qualified that are not covered by the standard service that the machine would have without these add on features. This service is expected to occur during warranty period service. Item number 6 is for an add-on qualification service to be performed by the Field Service Engineer during service of the equipment. This service is for one additional add-on feature of the equipment and is not covered by the standard service that the machine would have without this add-on. This service is expected to occur during warranty period service. The solicitation number for this requirement is 2014-76870FB and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. QUOTERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTES RECEIVED. Quoters should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. Therefore, the initial quote should contain the quoter's best terms. All quotes must include the full name, address, and DUNS number of the business to be named on the purchase order as well as the full name, phone number, and email address of the person who can accept the final purchase order. THIS IS BEING CONDUCTED AS A FULL AND OPEN COMPETITION. The North American Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. Quotes are due on Wednesday, September 3 at 12:00 noon EDST and must be sent to the attention of Florence Black via email at fpblack@cdc.gov. Evaluation and award of the purchase will be performed in accordance with applicable sections of FAR Part 12 Commercial Items and FAR Part FAR 13 Simplified Acquisition Procedures. The Offeror must have an active registration with the System for Account Management (SAM). The government intends to issue a firm, fixed price purchase order in accordance with FAR Part 13. The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement.
