Description
THIS ANNOUNCEMENT IS BEST VIEWED ON THE FAA CONTRACT OPPORTUNITIES WEB SITE: HTTPS://FAACO.FAA.GOV. The Federal Aviation Administration (FAA) Technical Research Reference Library and Information Center has a requirement to procure a turnkey scanning solution center. This announcement is a Request for Quote (RFQ) for a turnkey scanning solution center at FAA William J. Hughes Technical Center, Atlantic City, New Jersey. SCOPE OF WORK: Turnkey scanning solution center: Quantity (1) one Scanner. The scanning solution center must have network connectivity capabilities; include a touchscreen computer, and OCR Software. The OCR Software needs to tie into the FAA library specific applications which include OCLC article exchange, Iliad and Odyssey. In addition must have the following analytical analysis: Detailed reporting analysis configured with automatic delivery: monthly, weekly, and daily; real-time; filters; history; annual reports; usage tracking; Configuration Management (CM) and storage; and System activity. Scanner solution center must be production level in speed, 11 x 17 in size, a Flatbed scanner with an ADF, color, book edge ability scanner, with library connectivity to Iliad , (interlibrary loan), also the FAA s online catalog. The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the RFQ are solely at the interested vendor's expense. A tiered evaluation of offers will be used in source selection, and offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. The contracting Officer has specified the below tiered order of precedence for evaluating offers (descending in order): (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program; (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small Business; and (e) Other than small business Once offers are received, the Contracting Officer will evaluate a single tier of offers according to the order of precedence specified above. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made with ample competition. The North American Industry Classification System (NAICS) code for this requirement is 334118 for Computer Terminal and Other Computer Peripheral Equipment Manufacturing. Vendors must complete the attached Business Declaration Form and return with quote submittal. Submissions provided to the Government must address the following: 1.Competitive Quote for Turnkey Scanning Solution Center. Include installation, shipping costs, etc. if any. 2.Brief Capability Statement (or Product Literature) for vendor s Turnkey Scanning Solution Center, addressing the requirements listed in the Scope of Work. 3.Completed Business Declaration Form (attached). Include a copy of SBA 8(a) Certification Form and/or proof of service-disabled veteran-owned small business status, if applicable. Electronic submissions are required. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received.
