- This is a modification to the synopsis entitled Aviation Safety Reporting System (ASRS) and Related Systems which was posted on August 11, 2014. The purpose of this modification is to answer questions received from industry. Question 1: In reference to Section III. Technical Areas: Does "Technical Area" refer to the technical areas listed under Section III of the Draft Statement of Work, or does it refer to what is described in the first paragraph of Section III of the RFI under "Technical Areas"? Answer: "Technical Areas" refers to the first paragraph under Section III of this RFI, not Section III of the Statement of Work. Question 2: If a company does not submit a capability statement to this RFI, are they still eligible to submit a proposal when the solicitation is released? Answer: Yes. Companies that do not submit a capability statement to this RFI are still eligible to submit a proposal if a solicitation is released. However, this market research is also being used to determine future socio-economic set asides for this procurement, so a company's ability to submit a proposal may be limited if the procurement is set-aside. Question 3: Can we set up meetings or teleconferences with the technical personnel on this effort to further discuss the requirements? Answer: Since this requirement is in its beginning stages, the ASRS and Related Systems Statement of Work is not yet finalized, it is not in the Government's best interest to entertain requests for meetings or teleconferences. This RFI is for market research purposes only. Once the Government has finalized the requirements as a result of this market research, the Government will be available to meet with interested parties. Question 4: In Section III. Responses Regarding Potential Sources -- Statement of Capabilities, part #4 is missing. It skips from #3 to #5. Answer: This is a formatting error. The paragraph for part #3 and part #4 are included in the same line. Part #4 reads: For small businesses that cannot perform the entire scope of effort, indicate what portion(s) and area of this scope your company could perform. The due date for responses is NOT extended. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/ARC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=21 Offerors are responsible for monitoring this site for the release of the solicitation and any amendments.
