Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-T-0172 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source firm fixed price purchase order to Checkpoint Technologies LLC, 66 Bonaventura Dr, San Jose, CA 95134-2123. Authority cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C) (1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled - Only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. This is a new requirement for the Upgrade of the Checkpoint Technologies LCC InfraScan 300 Scanning Optical Microscope (SOM) with a higher-performance infra-red (IR) camera to be used in the support of the analysis of microelectronic circuit devices. All hardware items are to be delivered to and installed in the Weapons Development and Integration Directorate facility located in building 7804 of Redstone Arsenal, AL. Maintenance shall also be provided at the same facility. The anticipated period of performance is 24 weeks from the date of award for the installation of the higher-performance infra-red (IR) camera and from 18 September 2014 through 17 September 2015 for one year of extended warranty support on the base unmodified system. The following Contract Line Item Numbers (CLINs) will be included in the subsequent award: - CLIN 0001 - IR Camera - This CLIN will be issued for installation of the higher-performance infra-red (IR) camera. - CLIN 0002 - Warranty - This CLIN will be issued for one year of extended warranty support on the base unmodified system. - CLIN 0003 - Contractor Manpower Reporting (CMR) - See the attached Specification Requirement for the CMR requirements. The technical requirements for this action are contained in the attached Specification Requirement. The Quality Assurance Surveillance Plan is also attached. All quotes shall include delivery dates expressed in days or weeks from award date.
