Additional clarificication on End of Year Summary Report- Contractor will provide a synopsis of the 365 days of operations to include explanations of difficulties, challenges and any other factors that may have affected the data collected. Please see additional attachments for the maps (replaced attachment 3 and 4) to provide additional information to update the excel calendars with lattitude/longitude data as request. NOTE these attachments are now excel spreadsheets. In addition please find attached additonal maps reflecting google earth files to better identify survey locations. NOTE: Google Earth program required and is available online for free. The updated 2013 handbook is attached. As discussed, the payment method is via Invoice Processing Platform (IPP) and payments will be made monthly based on progress and paid at 85% unitl final payment is submitted at which time the remainder will be paid with final payment pending final acceptance of all data and reports by the government. AMENDMENT was to change RSVP deadline, conference call number and password and pre-bid meeting date and time (see below). The purpose of this project is to conduct visitor use monitoring surveys and traffic counts, and compile associated reports for the Arapaho and Roosevelt National Forests and Pawnee National Grassland, managed by the USDA Forest Service within Region 2. All work will be performed in accordance with the protocols set forth by the National Visitor Use Monitoring Program of the USDA Forest Service. Surveys and traffic counts will assess visitor use patterns and trends, visitor perceptions of social and resource conditions, and visitor satisfaction on national forest system lands. The information will help the Forest Service manager make more informed decisions about issues related to allowable recreational uses, numbers and types of permittees that may be considered in the future, and level of service to be provided at existing and future locations. Particular emphasis will be placed on issues and techniques appropriate to forest-based recreation use and management. II. STATEMENT OF OBJECTIVES The Contractor must fully understand the National Visitor use Monitoring (NVUM) survey program as described in Attachment A. The contractor's deliverables will enable USFS resource managers to make management decisions based on the best available science related to social use. The study must be conducted using forms and procedures established for the USFS National Visitor Use Monitoring (NVUM) program. Specifically: 1. Conduct recreation visitor use surveys and traffic counts at selected recreation sites on the Arapaho and Roosevelt National Forests and Pawnee National Grassland following the procedures set forth in the national Forest Service Visitor Use Monitoring Training Manual, attached, or available at http://www.fs.fed.us/recreation/programs/nvum. 2. Submit completed survey forms to the address provided in the NVUM training Manual not less than every two weeks. 3. Maintain backup copies of all completed forms, to be submitted to the USDA Forest Service project coordinator at the completion of the project. A pre-proposal meeting is scheduled for August 28, 2014 at 9:00AM at 2150 Centre Ave. Bldg e, Fort Collins, CO 80526. THERE WILL BE NO SITE VISIT. The Range is between $25,000 and $125,000 The anticipated date for issuance of the solicitation will be on or around August 21, 2014. The anticipated due date is August 31, 2014 4:30PM.
