- FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 66 SUBJECT: NANO MECHANICAL MEASUREMENT COMPONENT UPGRADE SOLICITATION NUMBER: SB1314-14-RQ-0772 CONTACT POINTS: Abdul Kanu, Contract Specialist (301) 975-5390; Robert Singman, Contracting Officer (301) 975-6388 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Asylum Reasearch. ***** Sole source determination is based on the need that the system must be compatible with Asylum Research components and due to the proprietary nature of the compatibility of the requirement. No other manufactures meet the specifications. The Contractor shall provide an Nano-mechanical measurement component upgrade that would meet the following requirements: Item 1 NanoRack: Sample Stretching Stage for MFP-3D AFM which provides a high-strain, high-travel manual stretching to two axis stress control of tensile loaded samples and allows control of the sample image region under different loads; has SmartStart automatic load cell calibration to provide integrated force measurements with MFP-3D images or other measurements and returns both stress and strain data; the stage must be compatible with a wide variety of imaging techniques including Phase and Dual AC for enhanced contrast of material properties, as well as Ztherm for localized thermal analysis; and the sample will be supported by a height-adjustable stabilizing pillar that can be removed to provide bottom access to the test sample. • Sample Size: 12mm wide max x 41mm long min x 6mm thick max or min?. • Maximum range of motion is 110mm (30mm relaxed to 147mm fully stretched). • Maximum 80N load (strain gauge limit). • Strain/Force gauge can be swapped from a (+/- 0.8N) version to 20N (+/-.2N) version for higher resolution at lower forces. • Knobs adjust sample 0.5mm per turn. • Encoders have 5um resolution. • Includes Leg Extenders Item 2 AM-FM Viscoelastic Mapping Mode Cantilever Holder Kit. Includes MFP-3D AM-FM high bandwidth cantilever holder for use in air only, AC160TS-R3-10, AC240TS-R3-10, tools and spares. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by September 4 2014, 12:00 p.m., EST will be considered by the Government.
