- J&A Synopsis See attached J&A Synopsis. This purchase will be made using Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is not a request for competitive proposals. The intended source for these services is Science Applications International Corporation. Using other contractors would result in substantial duplication of costs that are not expected to be recovered through competition. In addition, the delays associated with bringing in a new contractor or contractors and having new personnel develop the necessary skills are unacceptable. This contract is set to expire in FY15, and a solicitation for the re-procurement is expected to be published in FY15.
