Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: American Association for the Treatment of Opioid Dependence, Inc. 225 Varick Street, Suite 402 New York, New York 10014 Opioid treatment programs are being challenged to keep up with rapid changes brought about by (1) the increasing admissions associated with rising prescription opioid and heroin use (2) expanded numbers of patients with public (Medicaid) and private insurance coverage for their addiction treatment (3) adopting and implementing new medications into their treatment models (4) develop more of a recovery orientation and utilize peer counselors to enhance their services (5) addressing overdose prevention and the use of naloxone by OTPs and (6) figuring out how to plan for developing health homes and integrating primary medical care into their service mix. The purpose of this project is to develop tools and strategies that will help OTPs to begin to address future needs. The project will have two major focuses. 1) One is a series of three white papers that will address the above referenced topics and how OTPs can respond to the challenges facing them. 2) A second focus will be on training OTPs to become more effective in using technology to reduce program and SAMHSA workload. The American Association for the Treatment of Opioid Dependence (AATOD) supports methadone maintenance treatment for opioid dependence and to increase the availability of comprehensive treatment services to people in need of care. AATOD coordinates the efforts of methadone treatment providers throughout the United States. Their goals are to organize the treatment community across America. This organization represents more than 950 SAMHSA-approved Opioid Treatment Programs out of 1,200 in the United States in combination with having members representing 29 states including the District of Columbia and Mexico. They also have individual member programs in 11 other states. AATOD works in conjunction with federal agencies and state substance abuse authorities concerning opioid treatment policy across the United States. This organization continuously supports the dissemination of new standards for opioid treatment and approved guidance to ensure the field receives technical assistance necessary to provide effective up-to-date treatment. At the same time they represent the needs of the field and alert SAMHSA so that we can work as a team to address the ever changing landscape that makes up the OTP world. Substance abuse and addiction have many dimensions and disrupt so many aspects of an individual's life, treatment is not simple. AATOD has a deep understanding of this complex illness and will be able to assist SAMHSA in further exploring this issue through white papers. In addition, this organization will be able to reach all SAMHSA-approved opioid treatment programs with ease due to their OTP staff membership and presence in the field. This organization has an understanding of our online system, the SAMHSA Opioid Treatment Extranet, and will be able to assist us in establishing trainings that help treatment programs meet the regulatory requirements through the online system. AATOD will be able to assist us in engaging the field in the method of electronic processing, which is pivotal, as we plan to go paperless in the near future. This is not a solicitation for competitive proposal. No solicitation document is available.
