Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: ATLAS MATERIAL TESTING TECHNOLOGY L.L.C. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Nature and description of the supplies or services required to meet the agency's needs: The government requires a xenon dual capability weather-ometer/fadeometer that will be used to perform testing in accordance with technical test methods such AATCC169 and AATCC 16 xenon, as required by military material specifications which encompasses all the services,,Army, Marine Corps etc... The Textile Materials Evaluation Team is responsible to evaluate in a laboratory setting the performance of textile materials to outdoor elements such as light/fading and weathering. This is performed in accordance with standardized procedures/test methods following the methodology developed by American Association of Textile Chemists & Colorists and American Society for Testing Materials. The test methods specify the use of a standardized light source and chamber parameters in order to be able to control conditions to provide proper irradiance and other weathering conditions when exposed in standard holders. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The reason the selected manufacturer is the only source to provide the fadeometer/weatherometer is that it is the only one approved for specific testing that will be conducted with the required fadeometer/weatherometer and they are the only manufacturer of it. Military and industry performance specifications have been written using these test methods/procedures requiring the use of xenon equipment and apparatus. This eliminates the need to purchase multiple machines satisfying both fading and weathering test method requirements all in one. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was conducted by speaking to manufacturers at the test method committee meetings. The results of the discussions at the meetings revealed that there is only one source that can meet the requirement. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: The Government continues to monitor the market place and engages manufacturers at conferences and meetings. 6.
