This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Contracting Office Address Department of Veterans Affairs (VA), Health Administration Center (HAC) 3773 Cherry Creek Dr. North, Denver, CO, 80209 Point of Contact: Lindsey Wineland Contracting Officer Lindsey.wineland@va.gov Overview: This acquisition is intended to furnish, install, test, certify, provide training for and guaranty a fully functional, "turnkey", resilient VHA Emergency High Frequency (HF) Radio Network ("VHA Network"), comprised of at least 10 400 watt "Backbone Stations" designed to receive and automatically relay communications among at least 150 125 watt "Site Stations" located at VHA facilities, which together will provide emergency HF two-way radio and associated functions, linkage to the PSTN enabling radio-to-telephone communication and automatic link establishment (ALE). Please respond to this RFI if your company can perform this requirement in accordance with FAR Part 52.219-14 Limitations on Subcontraction (Nov 2011) As prescribed in 19.508(e) or 19.811-3(e), insert the following clause: Limitations on Subcontracting (Nov 2011) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) Applicability. This clause applies only to- (1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns; (2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and (3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees. (End of clause) This is only an overview/summary does not include all requirements to complete Performance Work Statement (PWS). Specific Response Instructions: Please submit your RFI response in accordance with the following: 1) No more than 15 pages (excluding transmittal page). The government will not review any other information or attachments included, that are in excess of the 15 page limit. Information Requested from Industry: In response to the RFI, interested contractors shall submit the following information: 1.Company Information / Socio-Economic Status 1.Provide the company size and POC information. 2.Please identify and explain any NAICS codes your company believes would represent the predominated work included in the attached SOW. 3.Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA's VetBiz repository? 2.Background/Past Experience - Provide the following information on a maximum of three similar projects dealing with Third Party Payer reimbursement for healthcare services. All projects referenced must have been completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project. 2.The Prime Contract Type, Firm Fixed-Price, Cost Reimbursement or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project. 3.Capabilities/Qualifications - Overview of proposed solution(s). Include a description of the capabilities/qualification/skills your company possesses for each of the below statements: 1.Assessment of capabilities to perform requirements noted in the RFI. 2.Assessment of the types of changes required to accomplish the goals. 3.Approach to be utilized to develop necessary changes to the systems to meet the organizational goals 4.Draft schedule to complete necessary changes. 4.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform work. 5.Price Information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 6.Other Market Information - Provide any other relative information, this information must be included within the 15 page limitation. 7.Other Federal Experience - Identify the federal contract vehicles ? Project and System Requirements for a VHA Resilient HF Communications Network 1.Overview a.This acquisition is intended to furnish, install, test, certify, provide training for and guaranty a fully functional, "turnkey", resilient VHA Emergency High Frequency (HF) Radio Network ("VHA Network"), comprised of at least ten 400-watt "Backbone Stations" designed to receive and automatically relay communications among at least 138 125-watt stations located at VHA facilities, and 12 125-watt mobile vehicle-based stations. The VHA Network will provide emergency HF two-way radio and associated functions, linkage to the PSTN, data transmission, cellular and IP telephone networks enabling radio-to-telephone communication and automatic link establishment (ALE). b.This contract is coordinated by the VHA Office of Emergency Management (OEM), Steve Mabley, Program Manager for Logistics and Communications, as COR. 2.Network Description a.All VHA Network Stations, either independently or utilizing the VHA Network, will be capable of communicating and interfacing with: i.Department of Homeland Security's Administered Shared Resources (SHARES) HF Radio Program; ii.National Telecommunications Interdepartmental Agency (NTIA) Government Assigned and Protected HF RFs; iii.Other Federal Emergency RFs, iv.Commercial HF Radio Systems (Local Community Emergency/Disaster Response Teams); v.Private HF Radio Systems (such as HAM radio); and vi.All existing VHA and VA HF radio stations (a list will be provided), including: 1.National VA Emergency HF Two-Way Radio Network(NVAERN) 2.Nationwide Fixed HF Two-Way Radio Equipment(NFRE) 3.Nationwide Mobile HF Two-Way Radio Equipment(NMRE) 4.Existing VHA Sites with operating HF transmitters. (If interoperability with a VHA site cannot be achieved, then that site will receive a radio station under this program in addition to their existing station.) vii.Any assigned RF within the FCC approved HF spectrum. b.All installations will be in accordance with the original equipment manufacturers (OEM) commercial specifications, and all other applicable code and regulatory requirements. c.All installations will be connected to the facility's emergency power system for critical services. If such a system is not available, the VHA will provide an alternate source of emergency power. d.All installations will have the following capabilities: i.HF RF Spectrum 2.0 thru 30.0 mega Hertz (mHz) ii.2G ALE-capable with override option enabling manual frequency tuning iii.Digital radio system with built-in fully integrated IP connectivity, thus enabling the following: 1.Software-defined radio (SDR) architecture allowing easy upgrading of radio features and capabilities as they are developed, either through "over-air" or over "internet protocol" (IP) data communication. 2.Base stations with in-built integrated modem of at least 2400bps, and a dedicated internet connection independent of the VA IT network. 3.Ethernet connection between base station and transmitter that is independent of the VHA IT Network. 4.Digital call lists in all base stations, including both telephone and radio destinations, with digital ALE system selecting best frequencies and routing. 5.Automated ALE scanning and frequency chart updating 6.Remote/automated software upgrades 7.Provisions for securing the system against unauthorized access will be provided for any features allowing remote control and reconfiguration. 8.Accommodating at least 600 channels to help for the deployment of multiple stations and networks 9.Data transmission and receive capability 10.Receive sensitivity of -25dBm, 11.Single button emergency call capability, 12.Programmable power output to enable operating at lower power levels when using UPS during power outages, 13.Single-button emergency call capability iv.Each System and Subsystem electronic equipment (exclusive of antenna's and coaxial cable) shall be fully electronic supervised and protected. The System's Electronic Supervision Circuits shall be interfaced to the local Facility's Police Security Management Telecommunications System (SMTS - aka Access Control System). 1.If the Facility doesn't have a SMTS, refer to VA's Construction Facilities Management (CFM) Approved VA Master Construction Specifications: 28 13 00 - Physical Access Control Systems, 28 13 16 - Physical Access Control System and Data Base Management and 28 13 53 - Security Access Detection. v.Each fixed station should have at least 3 antennas, 2 permanently installed antennas selected for best performance given local circumstances, and a third "emergency" antenna which can be readily deployed by hand by two persons in case of loss or damage of the permanent antennas. e.Backbone Stations i.400 watts ii.IP telephony interconnection enabling ALE-facilitated HF and HF-telephone communications, including PSTN, cellular network access and IP telephony access, and data transmission. iii.Quantity: 10 in first year 1.2 option years will provide for up to 3 additional stations to be added each year, up to maximum 16 total Backbone Stations, if required. f.Site Stations i.Quantity: 138 stations in first year, 1.Two option years for an additional 60 stations each year, up to a maximum of 258 total Site Stations. g.Mobile Stations i.Quantity: 12 stations in first year, 1.There will be two option years where additional mobile stations may be added, up to 12 stations each year, up to a maximum of 36 Mobile Stations 2.The vehicles are currently scheduled to be manufactured in the first half of CY 2015, and the manufacturer has not yet been selected. The HF system will be rack mounted and will have two different removable vehicle-mounted antennas appropriate for the mobile application. 3.Backbone System Design a.Siting of Backbone Stations will finalized before any installation begins. The contractor will review the VHA facility locations listing and recommend areas most suitable for locating the Backbone Stations. The VA will narrow the list as needed for internal reasons, and the final selection of Backbone stations will be selected in coordination between the contractor and the COR. b.The backbone system will be established to receive and transmit signals with all VHA Site Stations, however the Site Stations must also be able to communicate directly with each other VHA and SHARES network stations in the region without passing through the VHA Backbone Stations when necessary. c.The COR, in coordination with VHA technical experts, and the Facility Directors for the selected facilities will approve the list of proposed Backbone Station sites. 4.Site Survey, Design, Installation, Training. a.A site survey will be completed of each station site by the contractor in coordination with the VHA OEM Area Emergency Manager (AEM) serving as the field liaison for the facility and the project COR. The site survey will include analysis of the topography, local ordinances, site features or equipment that might introduce or receive RF interference, surroundings, proposed base station and transmitter locations, and all other issues necessary to ensure an efficient and successful installation. The site survey and the locations of priority regional VHA and SHARES stations will inform the contractor to select the best antenna option for the site to ensure effective and reliable communications with the priority surrounding sites. b.The COR in coordination with VHA technical experts will approve the antenna to be installed. c.A written design of each proposed installation will be produced by the contractor and submitted to the OEM AEM, for review and acceptance by the facility and the COR. d.The COR, in coordination with VHA technical experts and the Facility Director will approve the installation design. e.Coordination of installation and training at each site will be facilitated by the VHA OEM AEMs. f.The contractor will provide training at each site in operation and features of the system, and will include digital and hard copies of the operations manual and stand-alone training materials (i.e. training materials that may be used by students to achieve all learning objectives without face-to-face presentation by an instructor). 5.Project Management a.The contractor will develop a project management plan for submission to and approval by the COR. Once approved, any changes to the plan (or the schedule) will be communicated to the COR in writing (e-mail is acceptable). b.A written implementation schedule will be developed by the contractor for approval by the VA. The need for schedule changes is expected. The contractor and the VA shall be free to make schedule changes without cost if confirmed at least 14 days prior the scheduled dates. 6.Installations a.Submit "as-built" design drawings, to include elevation and floor plan drawings and wiring diagrams to the installed facility and to VHA OEM. b.Each installation will be tested and verified as operational, demonstrating operability of ALE and non-ALE communications to several priority stations during day, dusk, dawn, and night hours to the VHA AEM or their designee. 7.Programming a.The contractor will ensure complete programming of all radios in the system upon installation and at least quarterly for the duration of the project, including the pre-programming of priority VA and non-VA stations for ALE linkage. 8.Documentation to be provided in digital and hard copy formats for each station: a.Operator manuals b.Quick reference guides c.As-built drawings and system description d.Operator training 9.Service/Maintenance a.The contractor shall guarantee functionality and operability of each station in the network and the entire network for 4 years after installation. b.The contractor shall provide an option for ongoing maintenance and repair services. 10.Pricing a.Proposals are requested for a per-station installation rate given the number of stations planned. 11.Options a.The contractor shall provide fixed price options for at least the following add-ons, and may offer others as appropriate in the proposal: i.Additional base stations for any station ii.Antenna options for a variety of conditions iii.Optional fixed price for construction various antenna towers, if required iv.Service and repair after 4 years
