Item is solicited under Other Than Full and Open Competition 10 U.S.C.2304(c)(1). Approved sources are: Natel Engineering (09059) Raytheon: (3B150) OR (05716) P/N 11463175 TO BE IAW CAGE 18876 P/N 11463175 First Article Testing is not required. Delivery is 280 days. Inspection / Acceptance at Destination, FOB Origin. This solicitation is being issued under the First Destination Transportation (FDT) program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedures should be followed. For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.o.b. Origin, Government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program - Shipments Originating Outside the contiguous United States (OCONUS). Additional information about FDT can be found on the FDT website ( http://www.dla.mil/FDTPI/ ). This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil/ RFP on its issue date of September 9, 2014. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Drawings/specifications will be available through DIBBS. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance as described in the solicitation. ***NOTICE*** DNA MARKING: This solicitation contains Deoxyribonucleic Acid (DNA) Authentication Marking- Federal Supply Class (FSC) 5962 (Defense Logistics Acquisition Directive (DLAD) Section 11.304-93, Provision 52.211-9008, Clause 52.211-9074)- This clause will be incorporated into all solicitations and awards for FSC 5962 items in the Land and Maritime. Supply Chains, including when the acquisition is conducted using FAR Part 12, 13.5, or 15. This item requires Deoxyribonucleic Acid (DNA) marking. Only DLA trusted sources that agree to DNA mark Federal Supply Classification (FSC) 5962 Electronic Microcircuits IAW DLAD 52.211-9074 are eligible to receive an award. DLA will only award contracts to trusted sources for FSC 5962. Trusted sources are defined as either an Original Component Manufacturer (OCM), a supplier on the Qualified Supplier List of Distributors (QSLD), an Original Equipment Manufacturer (OEM), an authorized distributor, a supplier on the Qualified Manufacturers List (QML), a manufacturer on the Qualified Products List (QPL), a supplier on the Qualified Testing Suppliers List (QTSL), or the manufacturer of emulated parts. This solicitation includes CLAUSE 52.209-9028, QUALIFIED SUPPLERS LIST OF DISTRIBUTORS (QSLD) - FSC 5961 AND 5962 (AUG 2009); Any resultant contract will be awarded based on QSLD guidelines if applicable. The solicitation will include DLAD 52.209-9002 (APR 2013), Qualified Testing Suppliers List (QTSL)-FSCS 5961 and 5962. Any resultant contract will be based on QTSL guidelines if applicable. DLAD Clause 52.211-9063, Unit Package Marking Requirement for Component Lead Finish, Applies. REVERSE AUCTION: This solicitation contains DLAD provision 52.215-9023 for Reverse Auction (RA). The Government reserves the right to activate this provision after timely offers have been received and evaluated. JCP certification is a requirement for any supplier under consideration for award. This item has technical data some or all of which is subject to export-control regulations, distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP Certification, or to those licensed by either the departments of state or commerce; or to foreign suppliers pursuant to international agreements.
