- EPA Region 1 is planning to award a one year order with options for 2 additional years for service and maintenance of equipment identified below. A quote for each year of service for each Region1 facility is requested. Total of 3 years. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. Provisions and clauses applicable to this solicitation and any resultant order are included in the attached RFQ-MA-14-00023 Body document. Quote Responses will be evaluated for the entire acquisition. However, the EPA reserves the right to evaluate the quotes by separate EPA facilities and issue separate awards for each facility on a stand alone basis. Quotes will be evaluated for lowest price, technical acceptability and past performance with price being the most important factor which represents the best value. The Government may contact Offerors to clarify information to better understand their quotes or to request information that appears to be inadvertently omitted. All Request for clarifications regarding this solicitation must be sent to the Contracting Officer by 12:00 Noon September 12, 2014. Required Service: Are identified in attachment 5 Scope of Work (SOW) Revision 2 and the following: The vendor shall provide 2 each preventive maintenance visits as indicated in the SOW and shall provide equipment repair service as needed for the equipment within the following timeframes: 1 hour call back and on site visit 1 business day after call. Service shall be provided 8:00 am to 5:00 pm EST Monday-Friday; holidays and weekends excluded. Preventive Maintenance and repairs shall be conducted by technicians trained and certified by the equipment manufacturer. The repair parts shall be original equipment manufacturer parts or acceptable substitutes. Tandberg Codec equipment and serial numbers which may be subject to manufactures end of life criteria are included in attachment 6. Equipment location are: 1. EPA New England Region 1 Headquarters, 5 Post Office Square, Boston, MA 02109. 2. EPA New England Region 1 Laboratory, 11 Technology Drive, North Chelmsford, MA 01863. All equipment listed in Attachments 1 and 2 is currently active and operational. The period of performance will be 10/01/2014 - 9/30/2015 with 2 options of one year each for additional service.
