Description
This is a pre-solicitation notice. Description The Forest Service contemplates issuing a solicitation for a fixed-wing Call-When- Needed (CWN) Blanket Purchase Agreement (BPA) for aircraft services on or about Wednesday, September 19th, 2014, on Fedbizopps: Quotes will be due 15 days after release of the solicitation unless otherwise stated when the solicitation is posted. This will be a total small business set-aside under NAICS 481211 - Nonscheduled Chartered Passenger Air Transportation. The purpose of this pre-solicitation notice is to notify potential offerors of the need for contractors to fill a multiple award Blanket Purchase Agreements (BPA) otherwise known as the Aircraft Rental Agreements (ARA) in Yakutat, Alaska that are pre-approved and inspected by USFS and capable of accepting on demand aircraft orders. Aircraft must be capable of providing safe and timely intermittent services and may include point-to-point flights, aerial survey, animal tracking and other natural resource missions. The ARA is NOT to be used in high risk or specialized flight operations such as direct fire suppression or tactical fire support missions which are conducted under other types of contracts. All aircraft and contractors must be capable of meeting minimum technical requirements per the solicitation, possess a FAA Part 135 Certificate, and all offered aircraft must be listed on their FAA Part 135 Operations and Specifications. Individual orders/calls against the BPA shall not exceed $25K. Approximately 95% of individual ARA BPA calls were at or less than $2,500 per order. The Government does not guarantee any minimum use or orders should a BPA be awarded. Awarded BPAs will not allow for economic pricing adjustments, though contractors will be permitted to modify their submitted pricing no more frequently than monthly. Offerors will be allowed the flexibility in offering aircraft at either the wet with pilot rate, dry with pilot rate, wet without pilot rate or dry without pilot rate or any combination thereof. These BPAs may be cancelled at any time at the written request of the Contractor or Government. It is a requirement that the successful awardees be registered in the System for Award Management (SAM). Location: Yakutat, Alaska.
