- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Bioptigen, of Durham, NC for the purchase of an Optical Coherence Tomography Upgrade for the existing Optical Coherence Tomography (OCT) hardware by Bioptigen Inc under other than full and open competition by the authority of FAR 13.106 (b). Only one responsible source and no other supplies or services will satisfy agency requirements: A sole source determination is based on the following: Only Bioptigen can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: Software that is compatible with the currently existing OCT hardware (made by Bioptigen) and developed under proprietary IPs by Bioptigen. The purchase request is for a software upgrade for currently existing hardware that is installed in the NIST laboratory. The existing optical coherence tomography system was procured through Bioptigen in FY2011. The OCT by Bioptigen was developed based on a series of patents. No other vendors are capable of fulfilling this requirement because this is a proprietary product. NIST has previously procured a high resolution OCT system (model XHR) from Bioptigen Inc. As the OCT technology rapidly advances, a variety of OCT devices have been developed for imaging more detailed structures by increasing the scanning volume. In addition, the OCT technologies are being used to characterize nanometer (10-9 meter) scale details in biological tissues and materials using new image processing algorithms involving autocorrelation analyses of raw image data. For NIST to develop measurement standards in these new technologies, an improved OCT device with advanced capabilities is needed. This need can be met by upgrading the currently NIST-owned OCT device through data acquisition and processing software. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $35.5 mil. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on September 5, 2014. Inquiries will only be accepted via email to Sylveita.Jones@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. his notice is for a sole source award to Bioptigen Inc. for the procurement of upgraded software installed in a compatible computer for improved data acquisition and processing compatible for the existing Optical Coherence Tomography hardware by Bioptigen Inc.
