- Pre-solicitation notice HQ0276-14-C-0007 posted on June 17, 2014 for Insensitive Munitions Transportation Protection Systems is amended and re-issued to reflect the following: The Missile Defense Agency intends to negotiate a sole source contract (on a firm fixed price basis) under the authority of FAR 6.302-1 with American Technical Coatings, Inc. 28045 Ranney Parkway, Unit H, Westlake, OH 44145 for the procurement of Insensitive Munitions (IM) Transportation Protection Systems (TPS). This requirement will be a 100% Small Business Set-Aside. The IM/TPS as described by source control drawing DL 8411219a and drawing DL 8411239a is a qualified (to the WS 35690 specification, available upon request) design which consists of structural and ballistic elements assembled onto a flatbed trailer. The purpose of the IM/TPS is to protect Extended Range (ER) Vertical Launch System (VLS) missiles from either bullet and/or fragment impact threats during highway transportation. Operational use of the IM/TPS allows protected munitions to be shipped in compliance with established IM, bullet impact (BI), and fragment impact (FI) requirements. The item includes ballistic panels, roof structures and assorted attachment hardware necessary to secure the item to the VLS canister in accordance with the Weapons and Armaments Packaging, Handling, Storage, and Transportation (PHST) system. This requirement does not include the VLS PHST hardware or any covering, cargo restraint straps, or floor blocking. Some elements and associated component requirements for the IM/TPS are proprietary to American Technical Coatings (ATC) and are indicated herein by reference to the source control drawing DL 8411219a, which identifies the ATC top assembly drawing containing the proprietary information. Interested parties must demonstrate or possess a qualified design; in order to achieve this qualification a full truckload of armor panels must be created, exposed to environments, and destructively tested (defined in Attachment 1). The Government will not provide funding to support qualification requirements. In addition, components of Ballistic Roof Panel (DL 8601276), Ballistic End Panel for Two-Wide Load (DL 8601308), and Ballistic End Panel for One-Wide Load (DL 8601321) will also be procured and qualified as part of this contract action (ballistic material, not the total system, must be tested to STANAG level cited in WS 35690 PRIOR to award). This announcement constitutes the only notice by the government; a written solicitation will not be posted in FedBizOpps. Interested parties must respond in writing and the response must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. All prospective offerors must be registered in the System for Acquisition Management (SAM) prior to award of contract with any DoD agency. Registration may be accomplished at http://www.sam.gov/. The North American Industry Classification System (NAICS) code is 33299. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by close of business, 5 p.m. EDST on September 4, 2014, which reflects seven (7) days after the publication of this notice, the purchase will be awarded without further remark. Interested parties shall submit all questions and responses concerning this notice to Ms. Belinda L. Toews, Contract Specialist at Belinda.Toews@mda.mil. Solicitation Number: HQ0276-14-R-0007 must be referenced in the subject line of the e-mail. Previous responses will be considered, therefore, there is no need to re-submit information previously provided in response to the original RFI. See Note 22
