Box 25287 Denver, CO 80225 POINT OF CONTACT: Joy Ewalt, Contract Specialist, 303-969-2394, joy_ewalt@nps.gov PLACE OF PERFORMANCE: Jefferson National Expansion Memorial, St. Louis County, St. Louis, Missouri PLACE OF PERFORMANCE POSTAL CODE: 63102-1600 PLACE OF PERFORMANCE COUNTRY: USA Title of Project: JEFF-203982 - North Gateway GENERAL: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is solicitating proposals on a full and open basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Plan holders will be required to visit the website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Please Note: Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with the DOI are requested to be registered in the Systems for Awards Management (SAM) at www.sam.gov. Proposed Solicitation Issue Date: On/about September 12, 2014. The NAICS Code for this requirement is 237990 size standard $36.5 million. This project is open to all interested businesses. Project Description: The North Gateway project is one of 7 projects planned for the Park. This project will rehabilitate existing park grounds and develop new park grounds at the current location of the parking garage and immediate surrounding area. The North Gateway work includes selective demolition and removal of existing furnishings, pavement, utilities, trees, shrubs, lawns, soils, roads and demolition and removal the existing parking garage. The Contractor shall protect existing elements to remain. Install/construct utilities, storm-water conveyance, earthwork, grading, walls, pavement, elevated walkway, planting soils, soil amendments, erosion control and slope stabilization, trees, shrubs, groundcovers, lawns, irrigation, furnishings, security measures, light fixtures, curbs, roads, ramps and stairs. The work associated with the contract will be completed no later than 485 calendar days after the Notice-To-Proceed. Effort must be taken to limit any conflict between other construction activities, Park visitors, and Park operations. The estimated price is between $8,500,000 - $13,500,000 including all design and construction. The work will be completed no later than December 2016. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. A pre-proposal meeting may be posted and date/location will be noted in the solicitation. All responsible sources may submit an offer that will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business Administration Office, to post their need for qualified subcontractors at http://www.sba.gov. Responses from Bidders will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Facsimile offers shall NOT be accepted.
