Description
This notice serves as market research in accordance with FAR Part 10. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS REQUEST FOR INFORMATION. This sources sought synopsis is issued solely for information and planning purposes. The purpose is to improve the Government's understanding of the current marketplace and to identify capable sources. The United States Air Force (USAF), through the Air Force Life Cycle Management Center (AFLCMC), intends to award a sole source contract to Delteck, Inc. The purpose of this Sources Sought is to determine if there are any businesses available who are capable of performing the effort described herein. AFLCMC at Wright-Patterson AFB, OH is seeking sources to provide: An earned value management tool suite specifically designed to engage technical, schedule, and financial professionals in proactive management of their projects. The models are applicable to a wide range of systems acquired by the United States Government (such as aircraft, engines, armament, avionics, radar, software, simulators, support equipment, etc.). The models perform earned value management calculations and have the ability to be adjusted to specific organizations and technologies. wInsight provides state-of-the-art techniques to quickly locate problem areas, graphically review performance trends, generate statistical estimates at completion, and obtain feedback from team members. wInsight scales from entry level schedule -based earned value systems through complete enterprise resource planning (ERP) systems. Data can be viewed in dollars, hours or equivalent persons (EQP). wInsight integrates with a wide range of project management tools including SAP, Microsoft Project, Primavera, Deltek Open Plan/Cobra, Deltek MPM, and Artemis Views. For organizations that currently use a variety of these project management tools, wInsight provides a common data base for analysis and reporting on all projects across the enterprise. wInsight is the premier cost performance management tool for Windows and is currently used by leading programs in the United States Air Force, Army, Navy, Department of Energy (DOE), Federal Aviation Administration (FAA), Defense Contract Management Agency (DCMA) and the Defense Systems Management College (DSMC) in sophisticated simulations to teach advanced performance management techniques that integrate costs performance data with true schedule status. wInsight harnesses the power of an associative data model to make discovering information more intuitive and faster. Unlike traditional Business Intelligence (BI) that requires a rigid hierarchy and only allows drill down or drill up capabilities, wInsight provides a flexible hierarchy that encourages drilling up, drilling down and drilling around for fast, insightful data discovery. wInsight allows for Project performance data to be uploaded directly to the Federal IT dashboard, enabling compliance while eliminating the need for manual data entry. wInsight can be used to automate Baseline Execution Index (BEI) and Critical Path Length Index (CPLI) calculations, eliminating the need to manually update schedule data for the calculations. The tool can be used to proactively identify performance problems early in the program lifecycle-including the ability to create alerts and display color coded warnings on reports and charts based on user-defined thresholds. wInsight supports a wide range of analysis and management charts and allows users to build custom charts that graphically display historical trend data and project into the future. Reports display key performance data for each element and include incremental values, cumulative values, statistical estimates at completion and an "artificial intelligence" narrative that simplistically explains what the earned value data indicates. If a contractor believes that they have the capability and are qualified to meet the government's requirement, please respond to this Sources Sought Synopsis with a capabilities package. Capabilities Package The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. The package shall include the following information: 1. Name of Company 2. Address 3. Point of Contact (to include phone number and email address) 4. Recent, relevant experience in all areas should be provided 5. Interested Sources must have in place a tool/model that has been certified in accordance with AFI 33-210 for use on standard desktop systems connected to the AF Network and AF SIPRNet and placed on the AF Evaluated/Approved Products List (AF E/APL). 6. Firms responding to this announcement should indicate whether they are a large business, small business, Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), 8(a) certified business, Service-Disabled Veteran-Owned Small Business (SDVOSB), or Historically Underutilized Business (HUBZone) 7. This is NOT A SOLICITATION. In accordance with FAR 15.201, this announcement shall not be construed as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. The Government reserves the right to contact the submitting parties as required, for further clarification on material provided. In addition, the Government will use its assessment of the information and other research to determine which sources appear qualified to perform the work required by the Government.
