Description
Amendment 0002 to Solicitation W31P4Q-14-T-0214 changes the quantity of CLIN 0001 as follows: CLIN 0001 will be issued for a quantity of one (1) each Gamma Spectrometry System. The contractor shall propose this effort in accordance with the Specifications, Gamma Spectrometry System, attached to this solicitation. The U.S. Army has the requirement to procure one (1) each Gamma Spectrometry System, to include the following components: Gamma Ray Detector, one (1) each; Digital Gamma Ray Spectrometer/Signal Analyzer, two (2) each; Cryostat, one (1) each; Dewar, one (1) each; Extended Warranty, one (1) each; Operating System, one (1) each; Spectral Analysis Software, one (1) each; and Network Copy - Spectral Analysis Software, one (1) each. Also, paragraph 4 of the Specifications, Gamma Spectrometry System, is changed to include the statement, The software shall be capable of performing corrections for interferences and coincidence summing. All other requirements remain the same. As a result of this Amendment, the closing date is not extended. Amendment 0001 replaces the original attachment, Specifications, Gamma Spectrometry System, (file name SPECS_gamma_final.docx) with Specifications, Gamma Spectrometry System,(file name SPECS_gamma_final2.docx). All other requirements remain the same. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-T-0214 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. There is no set-aside for this acquisition. The associated NAICS code is 334516, and the small business size standard is 500 employees. The Government reserves the right to award without discussions. CLIN 0001 will be issued for a quantity of one (1) Gamma Spectrometry System. The contractor shall propose this effort in accordance with the Specifications, Gamma Spectrometry System, attached to this solicitation. The U.S. Army has the requirement to procure one (1) Gamma Spectrometry System, to include the following components: Gamma Ray detector, one (1) each Digital Gamma Ray Spectrometer/Signal Analyzer, one (1) each Cryostat, one (1) each Dewar, one (1) each Extended Warranty, one (1) each Operating System, one (1) each Spectral Analysis Software, one (1) each Network Copy - Spectral Analysis Software, one (1) each The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical approach 2. Cost/price A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Evaluation of all offers will be based on a lowest price technically acceptable basis. Offerors shall submit a technical proposal that addresses their proposed equipment which meets each of the requirements stated on the document named Specifications, Gamma Spectrometry System. Each technical proposal shall demonstrate how the contractor's proposed equipment meets each of the Government's requirements specified for the item being acquired. The technical proposal will be evaluated as either acceptable or unacceptable. The technical proposal must receive an overall rating of acceptable. A single unacceptable rating will result in an overall rating of unacceptable. ACCEPTABLE: Proposal clearly meets the requirements UNACCEPTABLE: Proposal does not clearly meet the requirements of the solicitation. The Government will evaluate offers for award purposes by adding the total price for all items. The Government may reject a bid as nonresponsive or a proposal as unacceptable if it is materially unbalanced as to prices offered for items. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work. The place of inspection and acceptance is at Redstone Arsenal, Alabama 35898. FOB point is destination - U.S. Army TMDE Activity, Radiation Standards Laboratory, Building 5435, Fowler Road, Redstone Arsenal, Alabama 35898-5000. Delivery is required no more than 60 days after award of contract, and earlier delivery is acceptable if at no additional charge to the Government. Estimated shipping cost shall be included in quotation. The provision at FAR 51.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, will be applicable and this action will be awarded on the basis of lowest cost and technically acceptable quote. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with the offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, also applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition, as does FAR 52.215-1, Instructions to Offerors - Competitive. DFARS clause 252.232-7006 - Wide Area Workflow (WAWF) Payment Instructions applies to this acquisition, and DFARS clause 252.211-7003, Item Identification and Valuation, also applies to this acquisition. Quotes are due no later than 3:00 pm, (CST), 10 September 2014, in the contracting office, Building 5250, 3rd Floor, Redstone Arsenal, Alabama 35898-5280. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency.
