- DESCRIPTION: The U.S. Army Contracting Command - Rock Island (ACC-RI), Rock Island, Illinois, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is seeking sources for the potential build and Load, Assemble and Pack (LAP) of 40mm M385A1 High Velocity (HV) Reference Rounds. The 40mm M385A1 HV Reference Rounds will be used for Charge Establishment (CE), Charge Verification (CV), and Lot Acceptance Testing (LAT). SPECIFICATIONS: The 40mm M385A1 Reference Rounds (NSN 1310-01-624-2826, Department of Defense Identification Code (DODIC) B576) are currently procured to a Government Technical Data Package (TDP). The TDP is marked Distribution quote mark D quote mark. Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Technology) and contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Prospective offerors must be registered with the U.S./Canada Joint Certification Office. Offerors should submit their certification via DD Form 2345. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future Request for Proposal (RFP). The TDP will be available electronically on the Federal Business Opportunities (FBO) website, https://www.fbo.gov. Both an FBO account and a current DD 2345, Military Critical Technical Data Agreement with Defense Logistics Information Service (DLIS) are required. To obtain a current DD 2345, go to http://www.logisticsinformationservice.dla.mil/jcp/. To obtain an FBO account, go to https://www.fbo.gov/index. To request access to the TDP, the data custodian listed on the DD 2345 must submit a request on the FBO website at https://www.fbo.gov. The build and LAP of 40mm M385A1 HV Reference Rounds will include additional production, testing and inspection requirements not specified in the 40mm M385A1 HV Government TDP. The additional requirements can be found at the attachment to the TDP entitled, Contract C Requirements. In addition, the 40mm M385A1 HV Reference Rounds are to be built, tested, and delivered within nine (9) months after contract award. PLANNED ACQUISITION: The Government anticipates this procurement will be a Firm Fixed Price (FFP) production contract and competition will be restricted to the National Technology and Industrial Base (NTIB) or as a Small Business Set-Aside for the period of Fiscal Year (FY) 15 -FY16. The planned procurement is 50,000 for the base award with an option for 50,000. The Government will entertain the purchasing of a larger lot size than 50,000, as long as each subcomponent comes from one (1) homogeneous lot. SUBMISSION INFORMATION: All responsible interested sources are encouraged to submit their capabilities/qualification data to include the following information: 1) Rough Order of Magnitude (ROM) prices for one (1) lot of rounds. Sources should specify the quantity of their lot size if different than the 50,000 rounds and indicate the rationale for using this quantity. 2) Identify planned projectile and cartridge case suppliers for the production of the rounds. 3) For each projectile and cartridge case supplier, provide the details of the supplier's manufacturing process, capabilities and controls for producing the projectiles and cartridge cases in order to accomplish each task/deliverable. 4) Identify the planned LAP facility for the production of the one (1) lot of rounds. 5) For the LAP facility, please provide the facility's propellant storage conditions, anticipated humidity controls to be in place during loading operations, handling and loading procedures, description of the LAP process activities in order to accomplish each task/deliverable. Also, include the LAP facility's capabilities and process controls including test range set up procedures and a description of the velocity measurement system used to output the velocity results. 6) Indicate source's company name, address, telephone number, email address, technical point of contact, Cage Code, and company size (please specify as either Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Veteran-Owned Small Business, or Service-Disabled Small Business). All prospective offerors interested in the potential future solicitation for this item must be registered via the System for Award Management (SAM) database at www.sam.gov. When responding to this market survey, please identify any proprietary information.
