- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation is issued as a request for quotation (RFQ) W9124C-14-T-2901. This RFQ will be total small business set aside. The associated NAICS code is 561110, Office Administrative Services, and size standard is $7.5 Million. The Mission and Installation Contracting Command (MICC) - Fort Jackson has a requirement to provide administrative support to the Army Community Services (ACS) Relocation Program. The contract type will be a firm fixed price (FFP) with a base period of 12 months and two 12 month option periods. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision to perform the task identified in the attached Performance Work Statement (PWS). SEE ATTACHMENT 1 Offerors are required to provide a price for all contract line items including the Contractor Manpower Reporting (CMR). Offerors are required to indicate both the Unit Price and the Total Amount for each established Contract Line Item Number (CLIN). The detailed requirements for the CLINs are listed in ATTACHMENT 2. Responsible sources shall provide the following: 1. Price quote which identifies the requested item(s), unit price, and extended price (ATTACHMENT 2) 2. Representation and Certifications (see attachment 3 to include applicable Clauses) 3. Technical Capability Statement (See instructions to offeror's in FAR Clause 52.212-1, Addendum to FAR Clause 52.212-1 and FAR Clause 52.212-2 Quote MUST be good until 30 September 2014 after submission. QUESTIONS: Interested offerors must submit any questions concerning this RFQ via email to jason.e.edwards.mil@mail.mil no later than 1:00 P.M., Thursday, September 4, 2014. RESPONSES to this RFQ shall be received no later than 2:00 P.M., Friday, September 12, 2014. Late quotes may not be considered for evaluation. Quotes must be emailed to SSG Jason Edwards, Contract Specialist, at jason.e.edwards.mil@mail.mil. Please reference number W9124C-14-T-2901 on your quote and in the Subject Line of any email(s). BASIS FOR AWARD: Award will be made to the responsible lowest price technically acceptable vendor quote, conforming to the Request for Quotation. Technically Acceptable - Quote clearly meets the minimum requirements of the solicitation Technically Unacceptable - Quote clearly does not clearly meet the minimum requirements of the solicitation CLAUSES: SEE ATTACHMENT 3 WAWF - In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF).
