- Sources Sought Notice: Facility Management Training Membership DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to David.Feliciano@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, and woman owned small business, FSS/GSA contract schedule holders or large business) relative to 611430 Professional and Management Development Training. The business size standard for NAICS 611430 is $11 Million. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: The Department of Veterans Affairs is seeking sources for a potential contractor to perform the following type of service: 1.0BACKGROUND The Veterans Affairs (VA) Facility Management School (FMS) will support strategic VA missions by strengthening and fortifying 12,000 facilities management (FM) personnel. It will accomplish this by providing the primary means to enhance the skills of the FM workforce and create a more comprehensive and structured approach to employee development. The competency-based curriculum offered by FMS will help employees identify their training needs to assist with professional development, meet regulatory training requirements, identify appropriate training delivery methods, and track their professional development. The FMS will serve as the primary focal point for career development activities for the ten occupations/functions of facilities management such as: "Biomedical Engineer "Chief Healthcare Engineer "Construction Manager "Design Manager "Energy Engineer "Environmental Engineer "Fire Protection Engineer "Planner "Project Manager "Safety and Occupational Health Specialist In addition, the FMS will provide the VA Acquisition workforce with the courses necessary to demonstrate the core FM competencies outlined in Federal Buildings Personnel Training Act (Public Law 111-308) that requires federal department and agencies to provide training to meet Facilities management competencies and additional VA specific competencies. Core competencies include: building operations and maintenance, energy management, sustainability, water efficiency, safety (including electrical safety), building performance measures, and construction management. The objective of this effort is to be able to provide membership access to VA FM personnel. Membership will allow access to several Internet based online courses and certifications, publications, and an online professional community for professional networking. In addition, members will receive discounted rates on the following certifications: "Facility Management Professional (FMP) "Sustainability Facility Professional (SFP) "Certified Facility Manager (CFM) 2.0Scope 2.1.Purpose: 2.1.1.The purpose of this effort is to provide the VA with an organizational membership. 2.2.Scope: To provide access to training and certification, professional development resources, professional community of practice for networking, and access to the latest publications. 2.2.1.Scope of services include: 2.2.1.1.General Membership 2.2.1.1.1.Provide organizational membership for the VA 2.2.1.1.2.Membership will include: Membership Items 500 Learning Credits per year: To be used for select Online educations offerings and on-demand recordings, such as: FM a Practical Introduction, Communications Course, Human and Environmental Factors, Quality Assessment and Innovation, Technology, and Real Estate. I Online Community Membership: Allowing access to communities of practice website and over 23,000 members through various chapters and councils. This online membership grants users access to the membership directory for networking and communication, in addition to access to special interest groups. Access to online publications: Publications are distributed through email and posted on contractor's website for member access. The publications available include: Insider, Facility Management Journal, and The Wire. One copy of each new research report annually: Two research reports are published annually. The first report contains the latest information on facilities management trends, including recent problems, innovative practices, and new technology in the industry. The second report is a resource guide for facilities management training resources, products, or services. Full Event Registrations for IFMA World Workplace 2014: IFMA's World Workplace is a yearly convention where facilities professionals can meet experts and build network connections. IFMA's World Workplace has been facilitating connections between facility professionals, topic expert, business leaders, and solutions providers for over 30 years. Maximum 5 attendees. Full Event Registrations for IFMA Facility Fusion 2015: IFMA Facility Fusion is a convention for facilities professionals are able to meet experts, connect with peers, and network with like-minded professionals. Attendance at the Facility Fusion provides insight into the latest best practices for improving facility performance. With several educational exhibits, individuals are able to gain multiple perspectives and strategies for improving performance when they return from the conference. Maximum 5 attendees. Facilities Management Professional (FMP) Program (includes all 4 courses): The FMP program includes 4 courses: Operations and Maintenance, Project Management, Finance and Business, and Leadership and Strategy. The program will help form a solid understanding of facilities management profession, develop the knowledge and skills required to manage a facility and ultimately, earn the FMP credential. Maximum 50 users. FMP Application Fee: Covers the fee for applying for FMP certification. The Facility Management Professional is a knowledge-based credential, with no eligibility prerequisites that demonstrates in-depth knowledge of core FM topics. Maximum 50 applications. Sustainability Facility Professional (SFP) Program, including hard copy plus electronic version: The SFP program include 3 courses: Strategy and Alignment for Sustainable Facility Management, Managing Sustainable Facilities, and Operating Sustainable Facilities. This interactive program will teach the knowledge, skills and tools needed to develop sustainable facility management practices. Maximum 50 users. SFP Application Fee: Covers the fee for applying for SFP certification. The Sustainability Facility Professional designation is a knowledge-based credential. This is suited for professionals who wish to challenge themselves to go beyond current thinking. This series equip the SFP to integrate sustainability efforts with the organization's values and strategies. Maximum 50 applications. Facility Management Learning System: This system provides two benefits to users: "It includes interactive online testing tools in preparation for the Certified Facility Manager (CFM) exam. The online tools include a customizable study plan, practice exams, and a resource center for progress feedback. This program can be primarily used as a self-study tool to prepare professionals for the CFM exam, but it is also an excellent professional development tool and on-the-job resource. "This system covers the entire facility management body of knowledge. It provides users access to 6 printed books created by subject-matter experts that cover the 11 competencies that comprise the facility management body of knowledge. This program encompasses current knowledge, best practices and trends in facility management. Maximum 200 users. CFM Exam Application: Includes fee for CFM certification exam. This credential is the most prestigious certification in the facility management profession. This exam assesses a candidate's competence through work experience, education, and the ability to pass a comprehensive exam. This exam measures a candidate against the standards that define the practice of facility management. The CFM certification is an Expert level certification for the Facilities Management School curriculum path. Maximum 50 applications. 2.2.1.2.Reporting 2.2.1.2.1.Provide monthly reports to FMS on contractor membership enrollment. 2.2.1.2.2.Provide monthly reports to FMS on course completions by members. 2.2.1.2.3.Provide monthly reports to FMS on credit/seat/license usage. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, facilities, labor and experience to perform the scheduled and unscheduled repairs and preventative maintenance of the equipment described above. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses must be emailed to David.Feliciano@va.gov no later than 4:00pm EST, Tuesday, September 2, 2014. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
