Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National Council on Patient Information and Education (NCPIE) 200-A Monroe Street Suite 212 Rockville, MD 20850 SAMHSA is seeking the development of educational information and resources with a specific emphasis on the college-aged population addressing prescription misuse among their demographic. This acquisition will utilize established relationships with Project Advisory Team (PAT) members, partnerships with the Association of Recovery Schools, and other recovery, mental health, and/or youth and young adult-oriented focused organizations and entities to develop and strengthen networks and conduct outreach. In particular, this effort seeks to: 1) engage the colleges' communities in a series of dialogues to identify additional strategies and policies within the academia about the misuse of prescription drugs among youth that can further the provision of behavioral health services and intervention for youth and young adults in need. 2) Record and report on the findings and proposed solutions 3) educate the participants about the breadth of materials that have been created and specifically target the youth and young adults to combat prescription misuse and mental and/or substance use disorders. This effort supports SAMHSA's Recovery Support and Public Awareness and Support Strategic Initiatives. Since youth and young adults benefit from materials tailored to their demographic, the customized materials can be tailored in order for educational institutions, peers, community members, and likely various others to adapt them as needed for their own training and educational programs. The contractor must be experienced with the4se communities and vehicles as they pertain to this specific topic. NCPIE has 30 years of successful collaborations with federal agencies and coalitions. They have the unique experience of producing ground breaking reports like "Enhancing Prescription Medicine Adherence: A National Action Plan". NCPIE's years of experience working with the college communities and creating information, research, providing valuable patient educational programs and educational resources promoting the latest advances in communication research and practice, places them in an exclusive position to provide the level of services, research and products SAMHSA requires. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement pertaining to this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
