Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National Council on Patient Information and Education(NCPIE) 200-A Monroe Street Suite 212 Rockville, MD 20850 SAMHSA is seeking the development of social media messages and materials targeting the baby-boomer generation at risk of mixing medications with alcohol. NCPIE will: 1) engage senior adults with those they trust to receive information and guidance on the dangers of mixing alcohol, prescribed medications, or any mood altering substance that is not traditionally considered as such, for example herbs and plant based supplements. 2) Track the various methods of education and hits via social media messaging. 3) Educate the targeted population about the dangers of mixing alcohol and prescription drugs. This effort supports SAMHSA's Recovery Support and Public Awareness and Support Strategic Initiatives. Due to the fact that senior adults largely rely on information from their primary care providers, caregivers and peers, they would benefit from materials tailored to their demographic. The customized materials and web content can be tailored for on-line entities, medical institutions, peer organizations, community centers, caregivers, faith communities, and other related entities. The contractor must be experienced in developing communication vehicles for these entities on this specific topic. The materials and web content created shall be used for training and information dissemination. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement pertaining to this requirement. The email subject line must reference SAM138192. All responses are due by September 11, 2014, 10:30AM Eastern Time and can be sent to Robert.Bowman@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
