- SOURCES SOUGHT SYNOPSIS F-16 Program Office Fighter/Bomber Directorate Air Force Life Cycle Management Center Wright-Patterson Air Force Base (WPAFB), Ohio Support for the Interface Test Adapters (ITA) and Interim Contractor Depot-Level Repairs Support for the AN/APX-125 Advanced Identification Friend or Foe (AIFF) Combined Interrogator/Transponder (CIT) 1.0 Description 1.1 This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for the test and integration of Interface Test Adapters (ITAs) for use with the Versatile Depot Automated Test Station (VDATS) and to perform interim depot-level repairs on the BAE Systems manufactured AN/APX-125 Advanced Identification Friend or Foe (AIFF) Combined Interrogator/Transponder (CIT). 1.2 The F-16 Program Office, operating location Wright-Patterson AFB, is seeking a source for logistical and engineering support for a one (1) year period with a possible option year. Responders should indicate if their support capabilities encompass APX-125 for both USAF as well as Foreign Military Sales equipment for the European Participating Air Forces consisting of Belgium, Denmark, the Netherlands, Norway, and Portugal. Respondents are advised that they must have current knowledge of the overall APX-125 CIT and technical data required to perform all associated support efforts for the APX-125. 2.0 Sources Sought Synopsis Only 2.1 This Sources Sought Synopsis (SSS) is issued solely for market research only (information and planning purposes) and it does not constitute a Request for Proposal (RFP), or a promise to issue an RFP in the future. This SSS does not commit the U.S. Government to contract for any supply or service whatsoever. 2.2 The Air Force has not determined the acquisition strategy for this requirement. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a response as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. If a company is capable of some, but not all of the consolidated requirements stated in this SSS, please provide a response that explains the requirements for which you are capable. Not responding to this SSS does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website. It is the responsibility of the potential respondents to monitor these sites for additional information pertaining to this requirement. 2.3 Market research results will assist the Government in determining whether this requirement will be a full and open competition, a small business set-aside, or a sole source acquisition. 2.4 The Air Force is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this SSS. All costs associated with responding to this SSS shall be solely at the interested parties' expense. INSTRUCTIONS: 1. Below are the Requirements Description and a Contractor Capability Survey, which allows interested parties to provide company capabilities. 2. BAE has been the sole designer and manufacturer of the F-16 APX-113, now upgraded to the APX-125. Interested parties must submit a Contractor Capability Survey, along with a Capabilities Document of no more than ten (10) pages total and a maximum of 3 MB, which should be brief and concise, yet clearly demonstrate the ability to meet the stated capabilities. Please include the following details: (a) Scope of similar/same experience (b) Teaming and/or subcontracting arrangements, which should be clearly delineated, particularly with any proposed teaming arrangements. (c) Delineate if work was in support of a Government or commercial contract 3. Due to proprietary information, interested parties shall clearly explain how they intend to meet the stated requirements via teaming/subcontracting while maximizing opportunities for small business participation in accordance with FAR Part 19. 4. Both small and large business should recommend small business utilization percentages as a percent of total contract value to be considered if the acquisition is not set aside for small businesses. This recommendation should include supporting rationale for the recommended percentage. 5. Both small and large business should also recommend any potential effort(s) that may be broken out of this requirement. 6. If, after reviewing these documents, there is a desire to participate in the market research, interested parties should provide documentation that supports the company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess the company's capabilities. If there is a lack of sufficient experience or capabilities in a particular area, the interested party should provide details explaining how this lack would be overcome in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) All documentation should be provided in the form of a white paper, which is not to exceed a total of ten (10) pages in length and a maximum of 3 MB. 7. Any questions relative to this sources sought synopsis / market research should be addressed to the Program Manager, Mr. Michael Gibney (Booz Allen Hamilton Contractor employee), at (937) 713-6502 or the Contracting Officer, Sandra Witter, at (937) 713-7285.   REQUIREMENTS DESCRIPTION PURPOSE/DESCRIPTION The Government is conducting market research in order to identify potential sources that may possess the expertise, capabilities, and experience to successfully complete the following tasks in accordance with original equipment manufacturer drawings and requirements: 1. Test / Integrate four (4) ITA Kits in accordance with the following: a. Continuity / discontinuity of all cables, connectors, harness and interconnections in accordance with (IAW) wiring diagrams, wire lists and interconnection diagrams. b. Radio Frequency (RF) cable loss tests such that all RF cables have been properly manufactured and have the proper RF and expected path loss IAW manufacturer specification and or cable type for the length defined at the frequency band of use. c. Bench test of ITA and ITA subassemblies including programming IAW defined relevant released documentation. d. Integration onto the VDATS- DA-2 Government Furnished Equipment (GFE) stations for preliminary functional tests and progressive checkout and integration leading to the full functional test and capabilities for defined Test Program Set (TPS) for the target Line Replaceable Unit (LRU's), Shop Replaceable Unit (SRU) and other minor components and in the case of the Self-Test ITA the Dual Bay IFF Auxiliary Rack. e. The ITA Kits are: • AN/APX-113/125 CIT ITA KIT (8470353-1) • AN/APX-113/125 Dual Bay Auxiliary Rack Self-Test ITA (8470361-1) • AN/APX-113/125 PA/IO SRU ITA (8470362-1) • AN/APX-113/125 Receiver / Transmitter SRU (8470355-1) 2. Perform depot-level repairs on the AN/APX-125 AIFF CIT units and return to a serviceable condition a. Test and identify failures b. Repair as needed to the SRU and component level c. Describe the company's capabilities for generating, handling, processing and storing classified material, data, and cryptology capability. 4. Identify any specific requirements in the documentation that the Government provided that would currently preclude the Respondents' company from being a viable solution to this requirement. 5. Describe the company's proposed contract type and anticipated period of performance as it relates herein. Engineering Services: 1. Describe the company's capabilities in integrating depot-level test capabilities as well as experience using the VDATS. Repair: 1. Describe the company's capabilities and experience in modifying existing systems/equipment (hardware and software) to solve maintenance and support problems in the depot environment. 2. Describe the company's capabilities and experience in developing/modifying repair or maintenance procedures. Please include associated upgrade of technical orders and preparation of new technical orders. 3. Describe the company's configuration management processes 4. Describe the company's process for maintaining inventory records and reporting on hand/in work balances and repair status to the customer. Proprietary Data 1.
