- The U.S. Agency for International Development (USAID) Office of Acquisition and Assistance/Special Initiatives & Development Partners Division (OAA/SIDP) intends to award a sole source purchase order on behalf of the Office of Civil Rights and Diversity under the authority of FAR 13.106-1(b) for the updating of introductory Lesbian, Gay, Bisexual, and Transgender (LGBT) training, and the design of new intermediate-level LGBT training. The award will cover a period of up to nine months and will include updating the current introductory training on LGBT Inclusion in USAID’s workplace and programming as well as designing a follow-on intermediate training with detailed operational guidance. The Office of Civil Rights and Diversity requires a training and production firm with a deep familiarity with USAID’s workplace policies, employment structure, and programmatic approach to integrating LGBT considerations into international development programming; a strong record of producing carefully-messaged interactive online trainings on highly sensitive topics for diverse multi-cultural audiences; and the ability to design, film, and edit testimonial videos from around the world to enhance training content. Aptive Resources, as the contractor that served USAID in the original creation of the first version of the “Introductory Training on LGBT Inclusion in USAID’s Workplace and Programming” has the unique background, experience, and qualifications to provide follow-on support to update the introductory LGBT training and develop the intermediate LGBT training. As such and in accordance with FAR 13.106-1(b)(i), USAID intends to make award to Aptive Resources LLC. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Aptive Resources, a woman-owned small business and a service-disabled veteran-owned small business, is the only source for the aforementioned services that meets the Government's requirements and provides the best value. Notwithstanding, any firm that believes it is capable of meeting USAID’s requirement as stated herein, may submit its capability by 5:00 PM on September 6, 2014, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
