- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about September 2, 2014. DESCRIPTION: The purpose of this synopsis and solicitation is to secure services to fall hazard trees marked with blue paint along designated roads and developed recreation sites on the Hume Lake Ranger District of Sequoia National Forest (SQF). The downed material shall be hand piled along roads within the view area (50 feet along all roads except FR 13S09, which is 100 foot view), and lop and scattered beyond the view area. The downed material shall be moved outside the two campgrounds to designated disposal areas, and decked (stems piled parallel to each other). Decked material will require heavy equipment to move. Hazardous dead trees shall be felled by chainsaw. Once fallen, limbs (branches) shall be severed from the tree boles and scattered or hand piled dependent on location specifications. More details to be provided with uploaded solicitation. The Contractor shall furnish all labor, equipment, supervision, transportation and materials required to perform all work necessary to accomplish this project. PROJECT LOCATION AND ACCESS: The Hume Hazard Tree Felling Contract is located on the Hume Lake Ranger District on the Sequoia National Forest. Contract units are located in Townships13-15 South, Ranges 28-29 East, Mount Diablo Base and Meridian. Maps provided with solicitation will provide specific unit locations. All project worksites are located in Fresno or Tulare Counties, California. AREA BOUNDARIES: Area boundaries have been identified by the Government. Disposal sites are designated with orange flagging. CONTRACT TIME: Estimated start work date is October 1, 2014. Contract time is 60 calendar days from the effective date of the Notice to Proceed. SITE VISIT: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past.
