Item Specifications Unit Logo Specifications Pricing Sheet The Federal Bureau of Investigation (FBI) is hereby issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice to establish a Blanket Purchase Agreement (BPA). The applicable North American Industrial Classification System (NAICS) Code is 448110 with a small business size standard of $11.0 Million. The solicitation, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. Proposals are being requested and a written solicitation will not be issued. This notice, for the purchase and delivery of embroidered and non-embroidered clothing to two FBI locations in zip codes 20781 and 22135 is hereby issued as FBI Request For Quotation Number 0011647. The FBI requires a single award BPA with One (1) Base Year and Four (4) Option Years to satisfy a need for embroidered clothing by certain employees who are required to wear uniforms that identify them by unit name and location. In addition to employee identification, the FBI requires clothing that will provide employees protection from daily exposure to grease, dirt, chemicals and other elements that can damage personal clothing; provide protection while on duty from extreme warm and cold weather and add personal protective elements for electricians and HVAC personnel. The required clothing and accessories are as follows: (with detailed specifications found in ATTACHMENT ONE) Electrician/HVAC Personnel Protective Style Pants (CLIN 001); Electrician/HVAC Personnel Protective Style Shirts (CLIN 002); Electrician/HVAC Personnel Protective Style Duck Coat (CLIN 003); Optional Fire Rated Hood With Quilted Lining - Accessory (CLIN 003a); General Personnel Pants (CLIN 004); Carpenter, Plumber, Painter/CUP Personnel Long Sleeve and Short Sleeve Shirts (CLIN 005a and 005b); Non Protective Winter Jacket All Personnel Not Including Electrician/HVAC Personnel (CLIN 006); Auto Technician Long Sleeve and Short Sleeve Shirts (CLIN 007a And 007b); Electronic Technicians, Grounds, Custodial, Mail Personnel Long Sleeve and Short Sleeve Shirts (CLIN 008a And 008b); General Personnel (Outdoor Conditions) Short Sleeve Shirts (CLIN 009); General Personnel Winter Hats (CLIN 010); General Personnel Baseball Cap (CLIN 011). An example of the Unit Logo Specifications and embroidery style is provided in ATTACHMENT TWO. All clothing (excluding pants) should be embroidered according to the sizes and colors on the specification documentation under Unit Logo Specifications. The Contractor shall match colors provided in the graphics file with the proper shading provided in the file as well. The FBI will supply the awarded contractor the graphics work for each of the four unit logos and reserves the right to add or subtract logos based on mission needs. Orders will be placed by the authorized FBI personnel electronically and no single order under this BPA shall exceed $25,000.00 unless placed by the Contracting Officer. The resulting BPA shall not obligate the Government to order, or the Contractor to furnish any articles in any quantity except to the extent that may be agreed upon in connection with individual transactions. The resulting BPA is not a contract, but orders placed against it become contractual upon acceptance by the Contractor. OFFERORS SUBMITTING QUOTES must submit four components: (Component 1) One completed original and one copy of the pricing section (ATTACHMENT THREE) for each of the Contract Line Item Numbers (CLINs), including a presentation of their shipping costs and fees. Not providing a complete pricing section may result in your quotation being deemed non-responsive. (Component 2) Each offeror must provide a single sample of each CLIN 001 through 009 with their written quotation. To the best extent practicable, the FBI will return these garments after non-destructive evaluation at our expense. Offerors not providing samples will be deemed non-responsive. (Component 3) Each Offeror must submit a sample of their embroidery quality based on the Unit Logo provided as ATTACHMENT TWO. This sample can be provided on a shirt or on a section of fabric that is similar to one of the garments you will be offering. (Component 4) All quotes shall include past performance information which consists of contact information (ie. name, address, phone numbers and services description) for three professional references that confirm contractor capabilities on services performed within the last twelve months. NOTE: This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM. For additional information and to register in SAM, please access the following website: www.sam.gov. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must also have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://www.dnb.com or by phone at (800) 333-0505. Questions may be submitted to the Government Contracting Officer, Garland Crosby garland.crosby@ic.fbi.gov. by 3:00PM EST on September 8, 2014 with answers provided via Amendment to this notice within 48 hours. The due date for the submission of samples and pricing is 12:00PM EST on September 18, 2014. All packages are to be mailed to 2400 Schuster Drive, Chevery, MD 20781 ATTN: Garland Crosby Room 6329. (For tracking purposes, Cheverly may be called "Hyattsville" depending on your shipping provider.) No packages will be accepted at FBI Headquarters in Washington DC. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: 52.212-1 Instructions to Offerors - Commercial Items. (APR 2014); 52.212-4 Contract Terms and Conditions-Commercial Items (MAY 2014) and 52.212 5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUL 2014), Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications (MAY 2014) with its offer. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (JAN 1999). The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. The following factors shall be used to evaluate offers: The quality of the materials offered to fulfill the need; the quality of the embroidery; the price of the items offered and associated shipping expenses; and the past performance assessment of the offeror, all considered in descending order of importance. This is a 100% Small Business Set-Aside. Offeror MUST be registered in accordance with FAR Clause 52.204-13 entitled System for Award Management Maintenance (JUL 2013) in order to qualify for BPA award.
