PLEASE NOTE: No proposals are being requested in response to this draft, and none will be considered. **************************************************************** Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to issue a Request for Proposals (RFP) for the procurement of a Non- Developmental Item (NDI), Commercial-Off-The-Shelf (COTS) based Integrated Voice Communication System (IVCS) for US Navy Ships. The IVCS is a computer controlled voice communications system that is capable of providing modern, reliable, and survivable interior voice communications in Navy combatant ships. Due to the reliance on interconnectivity of the IVCS in the shipboard communications environment, compatibility with existing communication systems must be demonstrated through the use of commercial interface standards. This effort supports the modernization of the CG-47 and DDG-51 Classes of AEGIS Cruisers and Destroyers and other miscellaneous systems (AEGIS Ashore, etc.). Existing systems will be replaced with a new Cruiser/Destroyer Modernization IVCS (CDMI). The CDMI is all of the components required for end-to-end communications within the ship, interfaces to other shipboard systems, and to shipboard connection points with the Defense Switching Network (DSN) and the Public Switched Telephone Network (PSTN). The CDMI shall meet the same functional requirements and perform the same mission as the previous IVCS, but will be required to support additional interfaces and shall meet interoperability requirements imposed by Public Law and Department of Defense (DoD) Instruction (DoDI) 8100.3, as defined within the DoD Networks Unified Capabilities Requirements (UCR), dated December 2007. On 30 April 2014, SPAWARSYSCEN Atlantic issued a market survey announcement (SSC-Atlantic_MKTSVY_ED88A) via the E-Commerce/FedBizOpps web page. Interested parties having the capabilities to perform the tasking were encouraged to reply to the sources sought notice. Interested parties were also notified that the Government reserved the right to consider potential set- asides for small business as a result of the analysis of the responses to the market survey. As a result of this market research, a decision was made to conduct this procurement under full and open competitive procedures. The SPAWARSYSCEN Atlantic's Deputy for Small Business Programs has concurred with this strategy. A definitive, Firm-Fixed-Price/Cost-Plus-Fixed-Fee, performance-based type contract is anticipated. The applicable NAICS code is 334210 with a size standard of 1000 employees. This is a follow-on to N65236-09-D-5190 with DRS Systems, Inc. The period of performance includes a base period of one year and four one-year option periods. The estimated release date for the formal RFP is 27 August 2014.
