- SOLICITATION Synopsis ”RFP N62473-14-R-0604, FACILITIES SUPPORT CONTRACT TO PERFORM WATER SAMPLING (NREA) at the Marine Corps Air Ground Combat Center, Twentynine Palms, CA. - This modification to the presolicitation deletes the requirement for NELAP certification. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. SOLICITATION Synopsis ”RFP N62473-14-R-0604, FACILITIES SUPPORT CONTRACT TO PERFORM WATER SAMPLING (NREA) at the Marine Corps Air Ground Combat Center, Twentynine Palms, CA. This is a Firm Fixed-Price/Indefinite Quantity contract. The work includes furnishing all materials, labor, equipment and supervision as required to retrieve water samples from various locations aboard the Combat Center, package, transport, analyze samples, and provide test results via Facsimile Transmission, Electronic Data Transfer (EDT), and/or United States Postal Service as required. The Contractor shall be certified by the State of California to perform all required analysis and shall possess and maintain a State of California Environmental Laboratory Accreditation Program (ELAP) certifications to perform all required analysis, and shall utilize the Colilert analysis method for all drinking water bacteriological analysis, in accordance with all applicable Federal, State, Environmental and local laws, regulations, and ordinances. This acquisition is being procured under FAR Part 15 Source Selection procedures. Award will be made to the responsible firm that is deemed to be the Lowest Price Technically Acceptable (LPTA) firm. Both technical and price proposals must be submitted in order to be considered for award. Evaluation criteria stated as minimum requirements will be outlined in the solicitation package. A Quality Control Program will be required as set forth in the contract specifications. NOTE: All Federal Contractors must be registered in the System Award Management (SAM) database, new contract awards can only be made to contractors who are registered in the SAM website. Registration is obtainable through SAM website: https://www.sam.gov/portal/public/SAM/#1 The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register for this site. Specifications and available on the Internet Site on 12 September 2014. Site visit will be 10:00 a.m. on 01 October 2014 as cited in the solicitation. Proposal due date is 2:00 p.m., on 14 October 2014. Anticipated duration of contract is three hundred sixty-five (365) calendar days for the Base period; however, four (4) one-year options may be exercised at the discretion of the Government in accordance with clause NFAS 5252.217-9300, Option to Extend the Term of the Contract Services (Jun 1994). Performance is at the Marine Corps Air Ground Combat Center, Twentynine Palms, CA. This procurement is 100% set-aside for Small Business. NAICS Code: 541380. The related Small Business size standard is $15 Million. The Government intends to issue this solicitation through the use of the internet via FedBiz Ops and NECO. Plans and specifications will NOT be directly provided in a paper hard copy format. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the Contractor ™s responsibility to check the below listed address daily for any posted changes to the solicitation ™s plans and specifications.
