- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation RFQ-VA251-14-Q-0657 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. No telephone requests will be accepted. Only written, faxed or email requests received directly from the requester are acceptable. If requesting by FAX, you may send your request to 734-845-3268, ATTN: Robert Kay, email, robert.kay@va.gov. The North American Industry Classification System (NAICS) number is 611710. REQUESTERS MUST STATE THEIR BUSINESS SIZE ON EACH REQUEST. The Department of Veteran Affairs Ann Arbor Healthcare System (VAAAHS), 2215 Fuller Road, Ann Arbor, MI 48105, Police Service requires the use of a Firing Range for quarterly handgun qualification of approximately 23 VA Police Officers. This is to meet the firearms requirements outlined in VA Directive 0720, VA Directive 0730, VA Handbook 0730, and VA Law Enforcement Training Center Training Unit #18. The range must be established range. This RFQ is not a request to build a range. The VA Police Service is required to qualify with assigned weapons twice a year. VA Police are also required to conduct tactical training twice a year. In order to meet these requirements officers must qualify with their assigned handguns on a quarterly basis. The range shall be within a 40 mile radius of the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105. VA Police Service will provide Instructors, weapons, ammunition, paper targets, safety gear, and any other items required per the directive. The Range shall be a minimum of 25 yards long (75 feet) and indoor and shall possess shooting booths as well as ventilation system that conforms to existing OSHA standards. The range shall possess a minimum of five (5) firing points. The range shall possess a public address system available during firearms training. The range shall be able to accommodate 9mm Luger handgun training and duty ammunition. The range shall be able to support tactical operations training for officer. This would require officers moving on the range to engage targets in front of the shooting booths. The range shall have reduced-light or no-light firing capabilities. The range rules cannot disallow movement between firing points or restrict movement-oriented firearms training firing points by students (i.e. standing to kneeling transitions). The range cannot disallow students from drawing and firing from the holster. The range rules cannot disallow a student from moving in front of the firing points with an instructor present (i.e. tactical move and shoot type drills where instructor/student ratio would be too restrictive). The Contractor shall provide a secure area where range operations can be conducted. The range shall be closed or concealed from the public during qualification. Contractor shall provide unlimited use of the range to include Range Control Instructions to explain how to operate the range, target holders/stands, along with any other special instructions in order to properly operate the range. The Contractor shall provide four scheduled days per quarter, either continuous or non-contiguous as coordinated with the VA Police. On days scheduled the VA Police will have exclusive use of the Range. VA Police will contact the Contractor one (1) week in advance of required use dates of the Range. The qualification period does not include weekends or federal holidays. Hours of use shall be 8:00am until 4:30pm Eastern Standard Time. VA Police Personnel will shoot approximately 6,000 rounds of handgun ammunition during each quarterly session. Period of performance: base period starting October 1, 2014 to Sept 30 2015 with four (4) option years. Proposed Site Inspection: As part of the proposal evaluation process, VAAAHS Police reserves the right to inspect all proposed sites to ensure compliance with all requirements set forth above. FOB destination. Offerors must comply with all instructions contained in provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following additional provisions and clauses apply: IL 001AL-11-15-A, Limitations on Subcontracting, IL 001AL-11-15-B, Subcontracting Commitments, 52.212-2, Evaluation-Commercial Item, the Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. To be technically acceptable the item shall meet the Government's specifications. Technical & Past Performance will be evaluated slightly higher than price. Price will be evaluated to determine its fairness, completeness, and reasonableness as it relates to the offer. 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer. 52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses: 5,14,15,16,17,18,19, 20, 23, 24, 31, and 32. 52.217-8, Option to extend services, 52.217-9 Option to extend term of contract. FAR 52.204-7, System for Award Management (July 2013) (B)(2) the offeror shall provide its DUNS or, if applicable, it's DUNS+4 number with its offer, which will be used by the contracting officer to verify that the offeror is registered in the SAM database. (C) Lack of registration in the database will make an offeror ineligible for award.
