- Comprehensive Building Plan Statement of Work The John F. Kennedy Center (JFKC) for the Performing Arts, located at 2700 F Street NW Washington, DC, is soliciting for architectural/engineering firms. This is a request for proposal. The Kennedy Center's Comprehensive Building Plan (CBP) is the plan for capital improvements to the facility. This document, mandated by the John F. Kennedy Center Act Amendments of 1994, was first prepared in 1995 by an Architectural/Engineering consulting firm under contract to the Center. The plan is updated annually, with periodic updates by consultants. These consultant-provided updates provide a professional assessment of the facility's condition and needs and extend the planning period of the previous CBP. The John F. Kennedy Center for the Performing Arts (JFKC) is seeking professional services related to architectural and engineering disciplines, as well as facility and property survey and assessment, for the development of a Comprehensive Building Plan for a nationally renowned multi-venue performing arts facility that is occupied by both the Center's staff and the general public 365 days per year. The purpose of the work is to extensively update the current Comprehensive Building Plan, creating the 2015 CBP. The work will require physical survey of the facility, providing updated information on problems and issues that have been identified in previous iterations of the CBP as well as identifying any new issues. (See Attached for Complete Scope of Work) The final product will consist of a new CBP that provides a roadmap for the Kennedy Center's capital improvements program through fiscal year 2022. This document will be the basis for future funding authorization and appropriation requests. The deliverable will include substantial written narrative to effectively communicate the survey results and proposed project descriptions. The audience for the Comprehensive Plan includes Kennedy Center senior management and Board of Trustees, as well as Congressional staff and the U.S. Government Accountability Office. This announcement is open to all firms in the Washington, DC area regardless of size. The small business applicable North American Industry Classification System (NAICS) Code is 541310. The Architect-Engineer Qualifications will be evaluated in accordance with the source selection process outlined in FAR Part 36.602-1, "Selection of firms for architect-engineer contracts. To be considered for Federal dollar awards, the contractors are required to be registered in the Central Contractor Registration (CCR) database prior to receiving an award. For online registration and information on CCR, access the website at http://www.sam.gov the selected architect-engineer firm cannot compete for future projects that are part of this resulting contract. An organized one time site visit is scheduled for Thursday September 8th at 10:00am EST Participants will meet at- Hall of Nations Entrance The John F. Kennedy Center for the Performing Arts 2700 F St, NW Washington, DC 20566 Provide names of all attendees in advance to Hodd Brown. To register, send an email with the company name along with the names of the representatives and subcontractors planning to attend this one time site visit to hrbrown@kennedy-center.org. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The prospective offeror may submit inquiries regarding this solicitation by the deadline for Solicitation Question submission, in writing via email. Answers will be provided publically in a consolidated form on the G.P.E September 16, 2014. In order to be considered responsive to this solicitation, your proposal must include 1 original and 4 copies of the following: 1. Letter of introduction and interest (2 pages maximum). 2. Narrative description of firm and its capabilities and specialty abilities (2 pages maximum). Includes list and description of subconsultants, if any. 3. Completed SF-330, Qualifications of Architect/Engineer. 4. Technical Proposal The Technical Proposal shall include narratives which convey the offeror's experience and approach to meeting the contract requirements. It is vitally important that offerors have the necessary resources and expertise to fulfill the needs of this contract. As a result, documentation is required illustrating the following: 1. Project Approach. Provide a narrative that details your firm's specific project approach, addressing the following topics: a. Provide a brief history of the firm, the depth of services the firm provides, any specialty or specific focus the firm maintains, and distinguishing factors of the firm from other architectural or consulting firms. b. Provide a narrative of your approach to building survey and assessment. Describe your process of compiling, assessing, and prioritizing the information collected. c. Describe your approach to generating and maximizing the accuracy of "order of magnitude costs" when projects are initially identified. d. Describe your methodology for quickly achieving an architectural and engineering understanding of a large and complex facility. e. Describe your management philosophy and approach to ensure a successful project. 2. Past Performance. Provide an overview of your firm's past experience that is specifically relevant to the Kennedy Center's capital plan development. Select and describe in detail two past projects involving assessment and capital plan development. Preference will be given to projects that meet the following criteria: a. The capital plan was developed for a facility or campus in the Washington D.C. market, defined as within 50 miles of the District of Columbia. b. The capital plan was delivered within the schedule required by the owner and delivered under a fixed fee procurement arrangement. c. Components of the capital plan included significant portions of renovation and modernization of an existing facility or facilities; i.e. not solely new base building construction. d. The capital plan addressed spaces that included performing arts venues or support spaces. e. The capital plan was completed in the last ten years. f. The capital plan recommended an annual capital outlay of between $10 million and $50 million. g. The firm's scope included presentation of the capital plan results to the owner's executives or governing board. h. The cost estimates provided in the capital plan were demonstrably correct; i.e., verified through subsequent design and construction of recommended projects included in the plan. Provide detailed information for only the two capital plans requested. For these two, provide a brief narrative of the development, highlighting similarities with the Kennedy Center and identifying challenges that were overcome. Include the size of the owner's building stock surveyed in square feet, a summary of the recommended implementation plan, and the scope of the firm's work on the project. For both projects, include the amount of fee earned, the dates the work was performed, and detailed client information. Provide contact information for client references for each of the capital plans. Beyond the two projects provided as detailed examples, provide a listing of your additional building assessment experience, capital plan experience, cultural project experience, or any other experience you find relevant to the Kennedy Center's capital plan development. 3. Project Team. Provide a detailed description of the project team that will provide services for this work. Collectively, the group should possess expertise in architecture and all building disciplines addressed under this scope of work. Provide detailed resumes of key project personnel which highlight and support their specific areas of expertise. Describe the team's experience working together on previous our current projects. Provide an organizational chart which identifies lines of authority and supervisory responsibilities, clearly identifying any subconsultants engaged and for what purpose. For specialty subcontractors, identify their qualifications, the size of the firm, and their experience with survey, assessment, and capital plan development. Preference will be given to teams with consultants that have worked together previously, including on one of the two capital plans highlighted in item 2 above. The objective is selection of an engineer whose proposals demonstrate the understanding, capabilities, and knowledge required to successfully perform the requirements of the solicitation within the time and quality requirements of the RFP and striking the most advantageous balance between technical considerations and cost to the Government. BASIS OF AWARD The Government intends to negotiate with the most preferred firm in the final selection/short list. If a mutually satisfactory contract cannot be negotiated, negotiations will be terminated and the government will continue the negotiation procedure until a satisfactory agreement is reached with one of the firms in the short list, or the Government decides that no satisfactory agreement can be reached with one of those firms. Identify qualifications of specialty subcontractors, the size of the firm, and their experience with survey, assessment, and capital plan development. COST EVALUATION The Contracting Officer with the assistance of the TEP will analyze the price proposal and negotiate a contract. A pre-negotiation position will be established with pre-negotiation objectives after receipt of the proposal from the most qualified offeror. The pre-negotiation position will document that the negotiation team understands the proposal and the SOW and has identified areas for discussion that will provide a reasonable opportunity to reach agreement on a fair and reasonable price. Agreements will be documented in a price negotiation memorandum. ORAL PRESENTATIONS In accordance with FAR Part 15 to include FAC 2005-31 discussions with offerors on the short list can be oral or written. The primary objective of discussions is to maximize the Government's ability to identify and obtain the most technically qualified offer by indicating to, or discussing with, each offeror still being considered for award, significant weaknesses, deficiencies, and other aspects of its proposal (technical approach, past performance, and terms and conditions) that could in the opinion of the contracting officer, be altered or explained to enhance materially the proposal's potential for award..
